Summary

The incumbent of this position serves as the Professional Development Program Assistant Director working closely with the 12 mission teams that participate in the PDP "among advised" program and the agency's student intern programs. The position requires a complete and thorough knowledge of the GAO engagement process. The incumbent is responsible for managing a diverse workforce, overseeing the PDP Advisor's role and responsibilities, and representing GAO to external organizations.


Manages the GAO-wide student intern program, maintaining a sought after and well respected program that encourages interns to return to GAO for full time employment. Specifically:


Collaborates with all mission teams and units to identify and train student intern points of contact;

Oversees essential performance management functions by ensuring all teams and units set expectations, complete performance assessments, and conduct conversion panels;

Coordinates agency-wide learning and developmental opportunities including learning sessions, brown bags, and panel discussions with GAO Management;

Oversees the intern assessment and conversion recommendation process to ensure that HCO receives entry level employment recommendations in a timely manner; and

Reviews effectiveness of the student program and makes recommendations for program modifications as needed.


Assists the agency in meeting its mission goals by ensuing entry level staff are assigned to rotations that include developmental opportunities to learn all aspects of the engagement process and by overseeing the agency-wide PDP placement process.


Plans and implements analyses to improve the effectiveness and efficiency of PDP-led programs.


Provides overall program leadership by assisting the MD/ PDP in:

Ensuring compliance with policies and practices across the GAO;

Recruiting and identifying best qualified staff from the Mission Teams to serve as Advisors in the program and by providing support, guidance, and training to PDP Advisors;

Ensuring all PDP employee performance management activities, including 3 month midpoints and 6 month reviews, are conducted in a thorough and timely manner, and adhere to all performance management policies and procedures;

Coordinating with mission team Assistant Directors, PDP Advisors, and HCO to ensure that the performance management process is applied consistently and fairly for all PDP staff, including PDP staff who are not demonstrating improved performance throughout the probationary program, and ensuring that PDP staff are provided specific, actionable feedback, support, and opportunities to improve;

Ensuring compliance with Collective Bargaining Agreement and MOAs with the Union, including responding to bargaining unit inquiries in a timely manner; and

Partnering with essential GAO units to garner support for PDP activities.

As Designated Performance Manager, provides support, guidance, training, and feedback to the PDP Office internal workforce including assigning developmental opportunities for professional growth.


Serves in an Acting capacity when the MD/ PDP is unavailable.
