Job Description

The Assistant Director for Compliance under the direct supervision of the Director of Property Management will oversee staff and implement critical income verification and compliance components for a portfolio of more than 1,000 affordable apartments. The Assistant Director for Compliance will supervise 3-6 staff members and operate in multiple locations.

Marketing, Leasing & Compliance

  • Oversee the preparation and implementation of marketing for available affordable apartments both in properties owned and managed by St. Nicks as well as low income apartments in mixed income properties with St. Nicks as Administrative Agent.
  • Prepare and secure approval of AFHMP and Tenant Selection plans by supervising agencies: NYC HPD, NYC HDC, NYS HCR, US HUD, etc. and implement marketing plans – including advertising, community outreach and distribution of applications as per guidelines.
  • Host Lottery process, review and record in HPD portal all applications received within marketing period; coordinate the log-in numbers on applications and organize files for lease-up of apartments.
  • Complete income verification for applicants for vacant apartments as well as recertification of existing rental tenants as required by US HUD, LIHTC, NYS HCR, NYC HPD or other guidelines.
  • Coordinate filling of vacant apartments based upon waiting list status HPD, HUD or other applicable preferential criteria and the applicant income does not exceed the applicable income guidelines as mandated in the regulatory agreement.
  • Screen applicants; process credit checks and other verifications and Tour property with all prospective tenants. with all required documentation for internal/ external review and approval

Reports

  • Prepare internal and external reports on property occupancy; vacancy reports, certified rent-roll; status of pending applications; income certifications, and concerns related to the lease-up of units.
  • Prepare documentation as required for proper reimbursement of marketing and lease up expenses.
  • Prepare and submit monthly voucher, special claims and annual compliance to corresponding agency

Qualifications

  1. Min. BA/BS degree with two plus years of work experience and staff management.
  2. Occupancy Certifications: EIV, HUD & LIHTC.
  3. Excellent oral and written communication skills, computer expertise (Word, Excel, One-Site).
  4. Ability to work on several projects simultaneously and independently.
  5. Bi-lingual (Spanish a plus).
