ASSOCIATE POLICY ANALYST and LEAD COUNSEL

Trenton, New Jersey

The New Jersey General Assembly Majority Office (AMO) advises and serves legislators in the Assembly

Democratic caucus, including the Speaker of the General Assembly and caucus leadership.

The AMO is seeking candidates for the position of Associate Policy Analyst and Lead Counsel. Qualified candidates would staff Assembly committees and assist Democratic caucus members in crafting, evaluating, and coordinating public policy initiatives.

Responsibilities: Associate Policy Analyst and Lead Counsel are assigned to specific Assembly committees and work closely with committee chairpersons and caucus leaders. The selected candidates will research proposed legislation, manage committee agendas, monitor legislation in both the General Assembly and the Senate, prepare members on legislation under consideration before committees and on the General Assembly floor, propose policy ideas for member consideration, and analyze policy proposals.

Qualifications: The AMO seeks diverse candidates, advanced degree strongly preferred, with prior state or federal experience in public policy making, legislative research, or issue advocacy; a firm understanding of state government gained as a policy maker, legislative staffer, research or policy analyst and/or advocate; experience in compiling and accessing professional and academic contacts who can provide expert information, help and resources; knowledge of current issues, trends, organizations and experts in state policy arenas.

Qualified candidates should possess demonstrated research, analytical, interpersonal, decision-making, and writing skills; an ability to function in a high-volume, fast-paced, and multi-faceted environment; attention to detail, and the ability to meet strict deadlines. Qualified candidates should also possess a strong sense of diplomacy and instinct for organizational dynamics to manage complex relationships with key constituents and professional colleagues, effectively and with tact. This includes the ability to listen, distill information, consult with and suggest new approaches to internal and external clients. Sound and seasoned judgment required. A record of accomplishment in strategic planning, policy implementation, and priority setting is preferred.

Associate Policy Analyst Requirements: A Bachelor’s degree is required; an advanced degree is strongly preferred.

Lead Counsel Requirements: A Juris Doctor (J.D.) degree is required; must be licensed to practice law in the State of New Jersey or have the ability to obtain licensure.

Seven years of relevant experience strongly preferred. Relevant experience includes working with state policy makers and related constituents as a policy maker, legislative staffer, state official, research or policy analyst, community advocate or in a similar capacity focused on advancing state policy.

Pursuant to N.J.S.A. 52:14-7 (L 2011, Chapter 70), applicant must be a New Jersey resident or establish residency within one year of employment.
