Job Description
This position is located in the Government of the District of Columbia, Office of the Attorney General (OAG). The Office of the Attorney General is the Chief legal office of the District of Columbia. OAG enforces the laws of the District, defends and provides legal advice to the District’s government agencies, and protects the interests of the District’s residents.
Job Summary
The purpose of this position is to support the Policy and Legislative Affairs team. Housed in the Immediate Office, the Policy and Legislative Affairs Unit researches and develops policy positions on the range of legal issues affecting the District. It works with the Senior Leadership Team to develop policy priorities, works with OAG’s divisions to hone policy positions, develops and reviews legislation to advance and ensure consistency with these positions, advises the Council on potential legislation, and consults with District agencies and communities to understand their needs. As part of OAG’s mission to advance the public interest, it conducts extensive legal research and community outreach to ensure that OAG’s policy positions and priorities address community concerns and advance racial and economic equity.
Duties and Responsibilities
Incumbent serves as a principal advisor to the Deputy Attorney General of Policy and Legislative Affairs on policy and options for the Division. Participates in the development of program guidelines, new and improved policies, procedures, and processes to effect efficient program operations. Assists in planning, developing, and instituting short- and long-term Division program plans and activities.
Independently manage a portfolio of policy and legislative items, including, but not limited to research and develop policy positions on the range of legal issues affecting the District. Works with OAG’s Senior Leadership Team and OAG’s Divisions to develop policy and legislative priorities. Analyzes legislation, regulations, and policies to advance OAG’s policy and legislative priorities and determine their impact on OAG and the District.
Utilizes expert knowledge of District-wide laws, regulations, policies, programs, and operations and incorporates them into the mission and vision of the Division.
Assists in liaising with the Council of the District of Columbia (Council). Interfaces with District agencies, stakeholders, and communities to understand their needs, build consensus, and foster trust. Drafts OAG testimony before the Council.
Assists in conducting research, special projects and studies of complex and often controversial matters that may set a precedent and prepares analyses and evaluations. Makes recommendations on specific courses of action to take.
Performs other related duties as assigned.
Qualifications and Education:
Specialized Experience – Experience that equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position, and this is typically in or related to the work of the position to be filled. To be creditable, at least one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.
Collective Bargaining Unit: This position is not in a collective bargaining unit
Remote Work Status : A hybrid remote telework/in-office schedule option is available.
COVID-19 Vaccination Requirement: Pursuant to Office Order 2023-10 (Revised COVID-19 Vaccine Policy) effective immediately, vaccination and additional boosters are no longer required but are strongly encouraged.

General Suitability Screening: The selected candidate will be subject to a background investigation including reference checks.
Priority Consideration: Displaced Employee Priority Placement: Candidates who are eligible for the District of Columbia’s Displaced Employee Program (DEP) and Agency Reemployment Priority Placement Program (ARPP) will be given priority consideration for this position if found qualified.
Employment Benefits: Selectee will be eligible for health and life insurance, annual (vacation), and sick leave and will be covered under the District of Columbia government’s retirement plan. However, if the selectee was previously employed in the District of Columbia’s government under an appointment for which he/she was eligible for Civil Service Retirement (CSR), contributions to CSR will resume upon re-employment.
Residency Preference: A person applying for a position in the Career Service, Education Service, Management Supervisory Service, an attorney position in the Legal Service (series 905) other than in the Senior Executive Attorney Service (SEAS), or an attorney in the Excepted Service (series 905) who is a bona fide District resident AT THE TIME OF APPLICATION for the position, may be awarded a 10-point residency preference over non-District residents’ applications, unless the person declines the preference points. If selected, the person shall be required to present proofs of bona fide District residency and maintain such residency for 7 consecutive years from the effective date of the appointment. Failure to maintain bona fide District residency for the 7-year period will result in forfeiture of employment.
