CJA is New York City’s primary pretrial service agency, providing services and solutions to reduce jail overcrowding and unnecessary detention in New York City. A non-profit agency funded through the Mayor’s Office of Criminal Justice, CJA is uniquely positioned to provide the City’s Criminal Justice leaders, policy-makers and stakeholders with information, technical expertise and research about people arrested within the 5 boroughs of NYC.

About the Position
The Senior Manager of Benefits, Compensation and Wellness will ensure that CJA’s benefits and compensation contribute to our ability to attract and retain an exceptional and diverse staff, while also considering costs, administrative ease, suitability of product and service vendors. Specifically, the Senior Manager will put into place our first ever compensation philosophy and structure, will design and implement a Wellness program, will ensure compliance with all federal and state laws/policies, and will ensure that we are using accurate data to drive decision-making. This position will report directly to the Director of Human Resources and Administration.
Responsibilities
Compensation
● In partnership with the Executive Leadership and Fiscal Teams and external consultants, establish a compensation philosophy and aligned salary structure for CJA staff, along with a new processes for determining salaries for new hires
● Manage an external compensation study of all current staff members to ensure that staff members are paid equitably, and in accordance with the new compensation philosophy
● Ensure all current staff members understand our compensation philosophy and system, as well as their own personal compensation within that philosophy and system
Benefits and Wellness
● Develop CJA’s first ever wellness program, surveying staff to understand needs, and developing and implementing offerings to meet those needs
● Ensure all staff members are aware of their benefits options and eligibility and that they take advantage of the benefits available to them
● Ensure that our benefits remain cost effective as usage and staffing increase
● Effectively administer benefits programs (medical, dental, vision, life insurance, retirement, temporary disability program) and related transactions
● Serve as a resource to managers on issues related to leaves, benefits, accommodations, etc.
● Effectively manage relationship with vendors (medical, insurance, retirement, etc.) to provide excellent service to our staff
● Ensure that CJA’s benefits policies and programs meet collective bargaining terms (approximately one third of CJA’s 250 staff members are unionized)
● With part-time administrative support, ensure all new hire and benefits paperwork, as well as claims for disability and workers compensation are completed and processed in compliance with all laws
Compliance and Data
● Ensure that CJA is in compliance with all federal and state policies (e.g. FMLA, ACA, ADA, HIPAA, ERISA, COBRA, 403b) relating to plan documents, employee notices, plan design or administrative changes and participation rules
● Ensure CJA’s HRIS data is accurate and regularly audited for routine reporting that allows us to track important metrics and answer strategic questions
Qualifications
● Track record of developing strategies to meet goals, generates new and innovative approaches to problems
● Demonstrates ability to quickly and proficiently understand and absorb new information; can sift between important details and noise; sees the end result and can make quick and thoughtful decisions to get there
● Exceptional project manager, effectively plans long-term projects, investing, managing, and communicating effectively with others to achieve objectives and meet deadlines
● Ability to juggle short-term and long-term tasks/responsibilities in an environment with competing priorities and limited resources
● Proven ability to build effective relationships at all levels, across teams, and externally; builds trust quickly
● Deep commitment to building relationships with our staff and understanding and meeting their needs
● Exceptional communication, written and verbal with the ability to make complicated information easy to understand
● Experience managing benefits with a track record of minimizing cost and maximizing benefits
● Experience developing wellness programs that positively impact staff culture and satisfaction
● Experience designing and implementing equitable compensation philosophy and frameworks
● Experience managing compensation and HR data effectively and using data to drive decisions and identify project risks or challenges
● Minimum 10 years of experience in an HR role, ideally supporting at least 200 staff members
● Non-profit experience preferred but not required
● Experience using HR systems to track and report on HR data

Compensation and Benefits
The salary for this role is between $90,000 and $100,000, commensurate with experience. CJA offers a very generous benefit plan including health, dental and vision insurance, a comprehensive mental health and wellness (EAP) plan, four weeks vacation, paid holidays and a retirement plan with employer matching contributions. CJA is also strongly committed to professional learning and development for its staff members and offers staff varied opportunities for learning and development through partnerships and vendor services for web-based, in-person professional development training, as well as in-house job training and development.
Note: Due to the nationwide pandemic CJA has implemented remote working for most staff. While it is uncertain what phase NYC will be in at the time of hire, the successful hire must be willing to assume responsibilities that are both remote and on-site; this includes access to your own personal computer, laptop or tablet, and internet until devices can be issued.
