Job Title: Chief of Staff
Job Type: Full time, hybrid (in-person 3-4 days, remote 1-2 days)
Location: Washington, D.C.
About Us: The Congressional Management Foundation (CMF) is a 501 (c)(3) organization dedicated to improving the effectiveness and efficiency of Congress. We are committed to bipartisanship and enhancing the First Branch of government.
Position Overview: We are seeking a full-time Chief of Staff (COS) to serve as a strategic partner to the CEO and leadership team, ensuring effective organizational operations, cross-team coordination, and alignment with mission goals. In a small nonprofit setting, the COS will play a hands-on role—managing key administrative functions, supporting fundraising and board engagement, and overseeing day-to-day operations to enable the organization’s growth and sustainability. This is a pivotal role that requires a balance of strategic insight, operational excellence, and flexibility. time to meet the needs of the business.
Key Responsibilities:
Strategic & Executive Support
· Act as a trusted advisor to the CEO in decision-making, strategy development, and organizational
priorities.
· Prepare briefing materials, presentations, and strategic documents for internal and external
stakeholders.
· Lead and execute special projects and initiatives and organization-wide priorities on behalf of the CEO, including research, reporting, and stakeholder engagement.
· Represent the CEO in meetings and communications when appropriate.
Operational Leadership
· Streamline and oversee day-to-day organizational operations to ensure efficiency and alignment with strategic goals.
· Develop and implement internal processes, policies, and systems to support organizational growth and effectiveness.
· Serve as a liaison across departments to ensure cross-functional coordination and communication.
· Support staff development, organizational culture initiatives, and cross-team collaboration.
Program Design, Acceptance, & Delivery
· Receive from the CEO the specific needs and interests of each stakeholder she has engaged with.
· Translate those stakeholder needs into actionable program offers, curricula, or deliverables with measurable impact – accompanied with pricing and delivery schedules.
· Summarize for the approval of each identified stakeholder, a Proposal for Work, that addresses their needs, proposed solutions, targeted outcomes, prices, and delivery schedules.
· Oversee the delivery of each stakeholder’s accepted proposal.
· Post delivery, oversee Program Quality Assurance through a process that promotes CMF learning and continuous improvement.
Vendor & Contract Management
· Manage relationships with external vendors, consultants, and service providers.
· Negotiate contracts, monitor performance, and ensure compliance with organizational standards.
· Evaluate vendor effectiveness and recommend improvements or alternatives as needed.
Board & Stakeholder Relations
· Coordinate logistics and materials for Board meetings and committee calls.
· Track follow-up actions and ensure effective communication between staff and Board members.
· Assist in donor and funder communications, proposals, and reporting.
Qualifications:
Interested candidates will possess the following qualifications:
· Bachelor’s degree required
· At least, 5+ years of relevant professional experience within a political or nonprofit organizations related field.
· Strong organizational, problem-solving, and project management skills.
· Demonstrated ability to manage sensitive information with discretion and professionalism
· Excellent written and verbal communication skills.
· Experience working with small teams and willingness to “wear many hats.”

Salary Range: Compensation & Benefits
· Base Salary: $135,000 annually.
· This position also comes with a benefits package including health insurance, paid vacation leave, and (after six months) a 401K match.
