LOCATION OF POSITION

Maryland Department of Health, Office of Governmental Affairs, Baltimore, MD

Main Purpose of Job

The main purpose of this position is to provide assistance to the Director of Governmental Affairs, the Chief of Staff, and as needed to the Secretary, Deputy Secretaries and Program Directors on a wide variety of State and local policy, legislative, regulatory and budgetary issues that may have an impact on the Department of Health and its programs/services provided.

POSITION DUTIES

Job duties include:

  • Analyze and evaluate legislation and policies affecting departmental operations and programs, providing strategic guidance to the Office of the Secretary and Departmental Administrations.
  • Support the Secretary and the Office of the Secretary in developing strategies, action plans, and legislative reports required by the Governor, General Assembly, and other oversight bodies.
  • Lead and coordinate special projects and health transformation initiatives as assigned, ensuring alignment with departmental priorities and statewide health objectives.
  • Collaborate with the MDH Constituent Services Team to prepare timely and accurate responses to legislators, ensuring clear communication and effective issue resolution.

MINIMUM QUALIFICATIONS

Qualified candidates must possess a bachelor’s degree from an accredited college or university and at least four years of professional experience, with preference given to experience working or interning with the Maryland General Assembly. This experience should include drafting legislative language, analyzing proposed legislation, testifying before committees, or communicating policy positions to legislators and stakeholders.

A master’s degree will substitute for one year of general experience. Additional general experience will substitute year for year for the bachelor’s degree.

SELECTION PROCESS

This is a Management Service position, and serves at the pleasure of the Appointing Authority. A resume must accompany your application.
