We are seeking a Director of Advocacy and Campaign Strategy to bring strategic leadership and execution to issue-based advocacy efforts. This individual will have a strong track record of designing and advancing advocacy campaigns, building coalitions, and mobilizing stakeholders around shared priorities.

The Opportunity
The Director of Advocacy and Campaign Strategy will lead the design and execution of issue-based advocacy campaigns that advance the Chamber’s policy priorities at the local, state, and, when appropriate, federal levels. Reporting to the Senior Vice President of Advocacy and Community Engagement, this role will own the development of campaign infrastructure that drives public engagement, member activation, and coalition alignment.
This is a senior leadership role responsible for managing complex, multi-stakeholder initiatives and elevating business and civic leaders as visible advocates. The Director will work closely with the SVP of External Affairs and Government Relations, the communications team, and the CEO’s office to ensure campaign efforts are aligned with the Chamber’s broader policy and reputational strategy.

Essential Duties & Responsibilities
The Director of Advocacy and Campaign Strategy reports to the Senior Vice President of Advocacy and Community Engagement and is responsible for leading the development and execution of strategic, issue-based advocacy campaigns that advance the Chamber’s policy priorities.

Campaign Strategy & Execution
  • Design and lead comprehensive advocacy campaigns from strategy through execution, including stakeholder mapping, message development, coalition sequencing, tactic selection, and milestone tracking
  • Develop and manage campaign budgets, timelines, and external vendors or consultants
  • Establish clear metrics and evaluation frameworks to measure campaign effectiveness and report progress to senior leadership

Grasstops & Member Mobilization
  • Activate CEOs, employers, board members, and other key stakeholders as visible advocates on priority policy issues
  • Lead coordinated advocacy efforts such as sign-on letters, fly-ins, legislative delegations, and targeted engagement opportunities
  • Build and manage systems that enable sustained member participation in advocacy initiatives

Coalition & Stakeholder Development
  • Build, manage, and sustain strategic coalitions across business, civic, community, and nonprofit sectors to expand reach and credibility
  • Identify and cultivate partnerships that engage new constituencies and broaden impact
  • Navigate complex stakeholder dynamics with a focus on alignment and shared outcomes

Communications & Public Engagement
  • Partner with the communications team to develop messaging, digital advocacy strategies, and public-facing campaign materials
  • Translate complex policy issues into clear, compelling calls to action
  • Represent the Chamber in public forums, coalition settings, and speaking engagements
Organizational Alignment
  • Collaborate closely with External Affairs and Government Relations to ensure campaign strategies align with policy priorities and legislative strategy
  • Support key governance bodies, including the Public Policy Committee and advisory groups, as directed
  • Prepare briefings, reports, and materials for executive leadership, board members, and stakeholders

Job Specifications & Requirements
  • 8+ years of experience in advocacy, public affairs, government relations, political campaigns, or a related field
  • Demonstrated success designing and leading issue-based advocacy campaigns with measurable impact
  • Knowledge of policy issues and how they are advanced through a campaign structure
  • Strong strategic development skills around the movement of policy issues and areas
  • Bachelor’s degree in political science, public policy, communications, law, or a related field of study
  • Ability to prioritize and manage multiple projects, personalities, and flexibility to adjust to changing priorities and shifting landscapes.
  • Strong work ethic with the ability to approach the work with strategic efficiency.
  • Organized and detail-oriented with a good sense of judgment and ability to use discretion and maintain confidentiality.
  • Professional written and verbal communication skills.
  • Basic knowledge of and the ability to communicate effectively with the region’s business, civic, community, academic, and political leaders is preferred but not required.
  • Proficiency with MS suite, including Outlook, Word, PowerPoint, and Excel. Knowledge of SharePoint and Teams preferred but not required.

Work Conditions
The Chamber operates in a hybrid work environment that allows for a flexible schedule while requiring employees to work in-person at least two days per week. Exceptions to this schedule may be made based on departmental needs. When on-site, work is performed in a professional, deadline-driven office setting with regular interaction with Chamber colleagues, members, and investors.
This role involves extended periods of sitting at a desk, working on a computer, and speaking on the phone. The individual will also be required to attend Chamber-hosted or partner events and meetings outside of regular business hours and outside of Center City Philadelphia.
Compensation
The salary range for this position is $90,000 - $100,000 annually, plus the opportunity to earn additional performance-based incentives for personal and team-based performance.
