Job Description
The Artemis Group is seeking a seasoned Director of Legislative Affairs to advance the firm's national security and space policy portfolio on Capitol Hill. The Director will serve as an advocate before the House and Senate Armed Services Committees, the Defense Appropriations Subcommittees, the Intelligence Committees, and relevant Member offices, shaping outcomes for our clients across the annual National Defense Authorization Act (NDAA), defense and intelligence appropriations, and emerging space policy debates.
The ideal candidate brings direct relevant experience; an established bipartisan network across Congress, the Pentagon, the Intelligence Community, and the U.S. national security enterprise; and the ability to travel, fundraise for pro-national-security candidates, and serve as a trusted senior advisor to clients.
This position reports to the Vice President of Government Affairs but will regularly interface with Artemis Group leadership as well as other DC Operations staff. This role will be primarily located in The Artemis Group's Capitol Hill office, with flexibility for work-from-home and remote work.
Key Responsibilities
Legislative Strategy & Advocacy
- Advocate on behalf of clients before the Senate Armed Services Committee (SASC), House Armed Services Committee (HASC), Senate and House Appropriations Defense Subcommittees (SAC-D / HAC-D), Senate Select Committee on Intelligence (SSCI), and House Permanent Select Committee on Intelligence (HPSCI).
- Drive client priorities into each cycle of the National Defense Authorization Act (NDAA), defense appropriations, intelligence authorization, and related legislative vehicles, including authoring legislative language, report language, and Member and committee requests.
- Develop and execute multi-year campaigns to secure authorizations, appropriations, policy directives, and programmatic support for clients.
- Work with DC Operations team to sequence outreach to the White House, OMB, OSD, Department of the Air Force, U.S. Space Force, U.S. Space Command, NRO, Missile Defense Agency, DARPA, Space Development Agency, and other relevant agencies in coordination with Hill engagement.
- Monitor Congressional actions on behalf of the client.
Client Advisory & Account Leadership
- Serve as a senior strategic advisor to Artemis Group clients, providing counsel on Hill posture, messaging, coalition building, and political risk.
- Lead account strategy for a portfolio of clients in the space, defense, and national security sectors, including regular briefings, written deliverables, hearing readouts, and real-time intelligence on legislative developments.
- Represent and speak on behalf of clients with senior Hill principals, executive branch officials, and industry stakeholders with discretion and credibility.
Political Engagement & Fundraising
- Organize and host fundraising events and candidate support operations in Washington and in-district.
- Support pro-national-security candidates in primaries and general elections consistent with the firm's bipartisan approach.
- Ensure full compliance with the Lobbying Disclosure Act (LDA), Foreign Agents Registration Act (FARA) as applicable, House and Senate gift rules, FEC regulations, and all firm policies governing political activity.
Travel, Coalitions & External Engagement
- Travel domestically and internationally as needed to attend fundraisers, client site visits, candidate events, industry conferences, and engagements at military installations, national labs, and space industry hubs.
- Represent the firm at major national security and space-sector events, including the Space Symposium, AFA, Sea-Air-Space, Reagan National Defense Forum, and similar gatherings.
- Engage with industry associations and coalitions focused on national security space and defense priorities.
Intelligence, Analysis & Firm Leadership
- Produce and disseminate rigorous, timely analyses of legislative, political, and executive branch developments affecting client portfolios.
- Participate in firm discussions on direction and strategy.
- Mentor junior staff and contribute to the firm's public-facing thought leadership, including white papers, briefings, and private convenings on NDAA, appropriations, and space policy.
