Job Description

DCWP licenses more than 51,000 businesses in more than 40 industries and enforces key consumer protection, licensing, and workplace laws that apply to countless more. By supporting businesses through equitable enforcement and access to resources and, by helping to resolve complaints, DCWP protects the marketplace from predatory practices and strives to create a culture of compliance. External Affairs (“EA”) is the intergovernmental division of the agency and custodian of DCWP’s relationship with City Hall, elected officials, government entities, community and faith-based organizations, and stakeholders with broad policy and public affairs jurisdiction. EA is responsible for these relationships to ensure that the agency speaks with a singular and consistent voice to officials and entities that have touchpoints across DCWP’s wide jurisdiction. EA is seeking a dynamic, resourceful, results oriented individual to serve as Director of Legislative Affairs.

 

Under the supervision of the Senior Advisor for Policy and Intergovernmental Affairs, the Director of Legislative Affairs will be responsible for coordinating DCWP’s legislative and regulatory portfolio and maintaining relationships with relevant stakeholders. The Director of Legislative Affairs’ duties include, but are not limited to:

 

  • Collaborating with the mayor’s office, including legislative offices, to advance proactive proposals, as directed by the Senior Advisor for Policy and Intergovernmental Affairs;
  • Monitoring proposed legislation and regulations with an impact on DCWP’s operations and mission and providing regular updates to EA leadership;
  • Coordinating DCWP’s participation in public hearings before legislative or regulatory bodies, including preparing written testimony and associated documents;
  • Directing DCWP’s efforts to request, gather, and transcribe public comments on proposed DCWP rules;
  • Establishing and building relationships with staff at key agencies, research and advocacy organizations, and other external stakeholders to build support for DCWP’s legislative agenda; and
  • Researching and writing policy memos, and managing other special projects or tasks, as needed. 

 

Minimum Qualification Requirements

 

1. A master’s degree from an accredited college or university in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, or urban studies, or a Juris Doctor degree from an accredited law school, and two (2) years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/ administration, labor market research, economic planning, social services program planning/ evaluation, or fiscal management. Eighteen (18) months of this experience must have been in an executive, managerial, administrative, or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or

 

2. A baccalaureate degree from an accredited college or university and four (4) years of satisfactory full-time professional experience in the areas described in “1” above, including the eighteen (18) months of executive, managerial, administrative, or supervisory experience as described in “1” above.


PLEASE NOTE: New York City residency is required within 90 days of appointment. However, City employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.


Preferred Skills

 

  • Strong management and leadership skills;
  • Excellent written communication and attention to detail;
  • Strong oral communication and interpersonal skills;
  • Demonstrated ability to think critically and strategically;
  • Knowledge of the legislative and regulatory process at the City, State, and Federal level;
  • Previous experience working for an external affairs office in the same or a similar capacity; and
  • Multilingual language capacity is a plus.
