Organizational Summary: The Climate Leadership Council (the Council) is a 501(c)(3) organization whose mission is to promote the most effective, fair, and politically viable climate solutions.
This is an exciting opportunity for a policy professional eager to shape climate and energy policy. The Director of Policy will build and lead a new policy initiative from the ground up, helping define the Council’s strategy at the intersection of clean energy innovation, market-based climate solutions, and U.S. competitiveness. Working closely with senior leadership, this role will engage industry leaders, partner organizations, and bipartisan policymakers to advance approaches that align economic growth with global decarbonization.

Position Overview: The Director, Policy will lead and support the development and advancement of policy priorities for the Council and its Center for Climate & Trade. The position will focus on a portfolio of federal climate and energy policies, which might include those relevant to increasing U.S. electricity demand; grid modernization; energy innovation efforts that drive global decarbonization; carbon accounting; market-based domestic policies; and border carbon adjustments. The Director, Policy will also serve in an external-facing capacity, representing the organization in meetings with government officials and their staff, collaborating with business, environmental, and other stakeholder organizations, and speaking at conferences and public events.
Responsibilities include:
- Work with executive leadership and colleagues to develop and advance priorities for effective climate solutions, which could include those relevant to increasing U.S. electricity demand; grid modernization; energy innovation efforts that drive global decarbonization; carbon accounting; market-based domestic policies; and border carbon adjustments.
- Represent Council work in meetings with members of Congress, Hill staff, and administration officials. Cultivate strategic relationships with stakeholders, researchers, and policy and advocacy organizations to support the overarching goals of the organization.
- Collaborate with existing partners and other external stakeholders towards effective policy design, including having one-on-one meetings with stakeholders, presenting policy ideas at various forums, preparing programming materials, leading group meetings, and cultivating new strategic relationships.
- Serve as the day-to-day director of a portfolio of Council policy priorities, including crafting and refining policy proposals, soliciting input from stakeholders, and providing educational support to policymakers.
- For high priority policy areas, identify areas of consensus among diverse stakeholders who may have competing interests.
- Support the development and execution of the Council’s research agenda as appropriate to advance policy priorities.
- Work with executive leadership and other colleagues to amplify the Council’s policy priorities through public conversation, stakeholder engagement, executive action, or legislative action.
- Manage workflow and work product of associate-, analyst- and/or manager-level staff as it relates to specific projects or broad research work related to specific policy.
- Support the CEO, EVP/COO, Chief of Staff, and other senior leaders to secure funding for policy programs and other organizational priorities through engagement with corporate and philanthropic partners.
- Identify and secure outside contractors, consultants, and influential scholars to conduct and publish research for the Council and the Center; manage contractual agreements and related processes, actions, and measurables.
Qualifications:
- Bachelor’s degree required.
- Minimum of 10 years of experience with demonstrated expertise in climate and energy policy, including grid modernization, energy innovation, carbon accounting, emissions pricing, and border carbon adjustments; additional expertise in trade or foreign policy a plus.
- Experience crafting policy for Congress or the Executive branch strongly preferred, especially in areas relevant to the Council’s policy priorities.
- Strong Hill, administration, and policy community relationships a plus.
- Experience and expertise in project management with ability to effectively manage outside consultants and complicated timelines.
- Ability to balance multiple projects, meet pressing deadlines, anticipate needs, and adjust in a changing environment.
- Strong verbal and written communications and the ability to present in a group setting.

Location: This position is based in DC in a traditional office setting, subject to the organization’s telework policy. Currently the organization is operating in a hybrid environment (3 days in office).
Compensation: Competitive salary range based on experience: $150,000-200,000; full benefits package including medical, dental, 403(b), etc.
