Salary range for this role is $110,000 - $190,000. Additionally, FAH offers discretionary annual performance bonus to eligible employees.
POSITION SUMMARY
FAH is seeking a highly adaptable policy leader who can operate effectively in a small organization and brings strategic judgment and practical execution to a defined portfolio of health policy issues. This role requires the ability to adjust to shifting health care policy priorities while maintaining subject-matter expertise. Successful candidates are strong critical thinkers and collaborative team players who understand how to work across functions, manage projects and timelines, and balance multiple competing priorities.
The Director, Policy supports the development, analysis, and execution of FAH’s regulatory and legislative advocacy related to Medicare acute and post-acute FFS payment systems. This role provides technical expertise in federal payment methodologies, develops quantitative and qualitative analyses, drafts regulatory summaries and comment letters, and advises FAH leadership and members on the implications of emerging federal payment policy.
The Director is responsible for shaping, advocating, and effectively communicating policy positions that advance FAH’s priorities and support its members in an evolving federal policy environment. Reporting to the Senior Vice President, Head of Policy, the Director manages a portfolio of high-visibility issues under tight timelines.
KEY RESPONSIBILITIES
Key responsibilities include, but are not limited to:
- Develop and maintain understanding of federal statutes, regulations, and payment policies governing Medicare payment related programs, including IPPS, OPPS, IPF PPS, IRF PPS, LTCH PPS, and the Physician Fee Schedule.
- Analyze proposed and final federal regulations and assess their operational, financial, and strategic implications for hospitals and health systems across Medicare payment programs.
- Design and advance policy analyses and recommendations—grounded in both quantitative and qualitative research—to support FAH’s advocacy priorities. Draft policy briefs, comment letters, and other materials for submission to federal agencies and policymakers.
- Perform internally or in collaboration with outside consultants payment modeling, impact analyses, and data-driven evaluations to inform FAH’s policy positions, working in collaboration with consultants and member organizations as appropriate.
- Translate complex payment methodologies and regulatory requirements into clear, actionable insights for FAH leadership and membership through issue briefs, presentations, and technical guidance.
- Coordinate closely with FAH member payment experts, consultants, and internal teams to gather input, align perspectives, and respond to member needs.
- Support FAH committee activities, including the Health Finance Committee, Rural Committee, Post Acute Care and Behavioral Health workgroup through the development of agendas, briefing materials, and presentations.
- Partner with FAH communications staff to develop member- and public-facing materials, including talking points, summaries, and explanatory resources.
- Work with FAH’s federal advocacy team to support congressional and administration-focused strategies that advance FAH’s policy objectives.
- Brief FAH leadership and members on relevant federal agency activity, MedPAC recommendations, and congressional developments related to payment reform and delivery system policy.
- Represent FAH in external meetings, coalitions, and regulatory forums, and support broader advocacy initiatives related to payment policy, and delivery system reform.
QUALIFICATIONS
- Bachelor’s degree required; advanced degree in law, public policy, health policy, economics, public health, or related field preferred.
- 5–10 years of experience in Medicare payment policy, federal regulatory analysis, or health economics.
- A team player with strong analytical and quantitative skills capable of doing high level payment impact analysis. Ideal candidates will have strong Excel skills and have some familiarity with CMS datasets including but not limited to HCRIS, MedPAR and CMS payment impact files.
- Excellent writing, communication, and presentation abilities.
- Ability to manage multiple projects in a fast-paced environment.
- Experience on hill with committee staff or in health care associations, consulting firms, CMS, MedPAC, MACPAC, or other relevant federal agencies strongly preferred.
