POSITION SUMMARY
The Federation of American Hospitals (FAH) is seeking a strategic and analytically strong policy professional to join its Washington, D.C. policy team at a pivotal moment in health care policy and politics.
This role will lead and support FAH’s work on some of the most consequential issues facing the health care system today, including Medicare Advantage, Marketplace coverage, affordability, network adequacy, utilization management, coverage policy, and insurer accountability.
The Director will work closely with senior FAH leadership, member health systems, policymakers, and external stakeholders to help shape policy strategy and advocacy efforts across Congress and the Administration. This is an opportunity to operate at the center of rapidly evolving national debates around health care affordability, coverage, and access.
The ideal candidate is intellectually curious, politically aware, highly collaborative, and comfortable operating in a fast-moving environment where policy, politics, communications, and strategy intersect. Reporting to the Senior Vice President, Head of Policy, the Director manages a portfolio of high-visibility issues under tight timelines.
Essential Functions
Key responsibilities include, but are not limited to:
- Maintain expertise in federal statutes, regulations, and oversight frameworks governing health insurance markets, with particular emphasis on the Marketplace and Medicare Advantage and health plan accountability.
- Design and advance policy proposals—grounded in both quantitative and qualitative analysis—to improve insurer oversight and beneficiary protections - including drafting legislative language, regulatory comments, and policy communications.
- Coordinate closely with FAH member hospitals, external consultants, research teams, government relations staff, and other stakeholders to ensure alignment and effectiveness across initiatives.
- Track and assess evolving market and policy trends, including insurer practices, Medicare Advantage growth, and federal and state oversight developments, and regularly brief FAH leadership and members on their implications.
- Translate complex policy changes affecting the Marketplace and Medicare Advantage into clear, actionable member resources, such as issue briefs, fact sheets, and FAQs.
- Partner with FAH communications staff to develop public-facing materials, including talking points, backgrounders, and visual explainers.
- Work with FAH’s federal advocacy team to support congressional and administration-focused strategies that advance FAH’s policy objectives.
- Engage directly with FAH members through one-on-one meetings, small group discussions, and presentations at member convenings, supporting both strategic engagement and issue-specific case work.
- Support FAH committee activities, including the Managed Care Committee, through the development of agendas, briefing materials, and presentations.
QUALIFICATIONS
- Bachelor’s degree required; advanced degree in law, public policy, health policy, economics, public health, or related field preferred.
- 5–10+ years of experience in health policy, government affairs, or regulatory affairs, ideally with a focus on Medicare Advantage and/or the Marketplace. Candidates from health plans, insurers, government, consulting, or other organizations working in the coverage space are encouraged to apply. Strong understanding of the federal statutes, regulations, and oversight frameworks governing Medicare Advantage and Marketplace coverage, and familiarity with health plan accountability issues.
- Excellent writing, communication, and presentation abilities.
- Ability to manage multiple projects in a fast-paced environment.

SALARY RANGE:
$110K – $190K
WORK LOCATION
FAH is headquartered in Washington, D.C., near the Gallery Place-Chinatown Metro station. The position is hybrid, with in-office work Monday-Thursday, optional remote work on Fridays, plus 15 additional remote days annually.
