The Education Policy Analyst will play a significant role in planning, developing and managing major long-term research projects, data collection methods and research instruments for the UCLA Civil Rights Project, housed in the Graduate School of Education and Information Studies. The Education Policy Analyst will work in close collaboration with the Co-directors, colleagues (internal and external), and staff, to analyze quantitative data and generate findings for research reports and policy briefs. The Education Policy Analyst will collaborate on research that analyzes educational equity and opportunity indicators. These indicators include: patterns of racial, socioeconomic and linguistic isolation in the nation's schools and neighborhoods; academic achievement and graduation rates; implementation of desegregation policies; the efficacy of race-neutral and race-conscious student assignment plans; school factors (e.g., teacher quality data, access to rigorous curriculum, the presence of a college going culture, proportion of academic and language skills of linguistic minority students, etc.); school finance; dual language education, college access, and others. The Education Policy Analyst will examine a broad set of demographic, educational, and economic quantitative data sources. The position will be based at the Civil Rights Project on the UCLA campus.

Required/Preferred

1.Working knowledge of K-12 in public school systems, higher education research, education policy, or related field sufficient to analyze and write documents in a variety of civil rights arenas.

2. Strong knowledge of civil rights law and policy, civil rights issues.

3. MPP or Ph.D. in education, public policy, political science, sociology, economics or related field and experience in research and advocacy.

4. Demonstrated skill in quantitative and qualitative research related to K-12 and higher education policy.

5. Demonstrated ability to carry out data management activities using large-scale structured and unstructured data sets in different contexts; clean and prune data.

6. Mine data from primary and secondary sources (National Center for Education Statistics Common Core of Data (CCD), Office for Civil Rights Civil Rights Data Collection, American Community Survey Data); merge data with other data sets, for example, merging different time periods (2008 and 2018) or different data sets (CCD Data with CA Dept. of Education data), etc.

7. Demonstrated skill in preparing, writing and editing research summaries, portions of project reports, and other key documents for publication.

8. Experience assisting with distribution and dissemination of research project findings, preparing and delivering presentations, creating high-quality reports, and making presentations to policy makers, researchers and local communities.

9. Demonstrated skill in working with policy makers, researchers, funding agencies, civil rights advocates, and the media to articulate and respond to their needs.

10. Demonstrated skill in working as part of a team; ability to collaborate with diverse colleagues of different backgrounds.
