General Description:

The Extradition Coordinator is hired to work within the Office of the Governor’s General Counsel Division and reports to the General Counsel. Performs highly complex (senior-level) legal assistant work. Work involves administering the extradition/requisition process on behalf of the Texas Governor. Works closely with state and national law enforcement entities, as well as counterparts from other states, to coordinate the transfer of criminal fugitives to and from Texas. Duties also include providing administrative support to the General Counsel, assisting General Counsel Division attorneys in managing constituent communications and agency litigation, and completing projects for the General Counsel Division during the legislative session. During business peaks, additional hours may be required. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.

Essential Duties:

Serves as the Extradition Coordinator and handles all administrative responsibilities for the Office of the Governor relating to the transfer of criminal fugitives to and from Texas.

Communicates with Texas agencies, prosecutors, and law enforcement officials, including state agencies like the Texas Department of Criminal Justice and local officials throughout Texas, regarding extradition/requisition matters.

Communicates with extradition coordinators and executive-level staff from other states, including lawyers from respective Governors’ Offices and Offices of the Attorney General, regarding extradition/requisition matters.

Drafts legal documents relating to extraditions/requisitions.

Maintains compliance with all applicable deadlines regarding extradition/requisition matters.

Provides leadership and expertise in the area of strategic planning, coordination, implementation, and evaluation regarding extradition/requisition matters.

Serves as a liaison with state and national agencies and organizations related to extraditions/requisitions.

Maintains extradition files (hardcopy and electronic) according to record retention schedule.

Communicates with Texas agencies and officials regarding executive-clemency matters.

Maintains executive clemency files and schedules.

Reviews webmail constituent correspondence assigned to the General Counsel and works with the attorneys to respond in a timely manner.

Develops ongoing procedures, evaluating program-specific plans and performance.

Independently establishes goals and objectives as required to timely accomplish all assigned duties, including within abbreviated timelines.

Analyzes program applications and action plans to maintain integrity of division requirements.

Monitors compliance with federal and state laws, regulations, policies, and procedures for specific programs.

Develops policy and procedure manuals, as directed.

Develops and implements effective techniques for evaluating assigned programs.

Serves as back-up to the Public Information Coordinator Legal Assistant on public information act matters.

Maintains regular work schedule.

Performs all other related duties as assigned.

Minimum Qualifications:

Graduation from an accredited high school or successful completion of GED certification;

Three (3) years of experience in legal assistance work;

The position requires strict confidentiality and the ability to work within assigned and often competing deadlines.

Note: Experience and education may be substituted for one another on a year-for-year basis.

Preferred Qualifications:

Graduation from a four year college or university with major coursework in law, business administration, or a related field;

Extradition experience;

Certification as a Paralegal by NALA, NFPA, NALS or TBLS.

Knowledge, Skills, and Abilities Requirements:

Knowledge of legal terminology; of research methods and techniques; and of administrative and court procedures.

Knowledge of the Texas legislative process.

Skill in the use of a computer and applicable software for the purpose of producing extradition files and records.

Skill in identifying problems and reviewing related information to develop and evaluate options and implement solutions; in using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems; and in reconciling differences.

Ability to prepare legal documents; research issues; and to interpret and apply relevant state and federal laws, rules, and regulations.

Ability to communicate effectively both orally and in writing, and to coordinate with the work of others.

Ability to communicate effectively with other agency divisions, other agencies, and other stakeholders.

Ability to work in a fast-paced work environment and to meet deadlines.

Registration, Certification or Licensure: Valid Texas Driver’s License.

Physical Requirements and/or Working Conditions: This classification functions in a standard office environment. Ability to move up to 20 Ibs. Ability to drive and travel as needed. Will need to move about the office to access file cabinets, office machinery, set up conference rooms for meetings, etc. Must be able to communicate and exchange accurate information via phone, computer and in person. Must be able to observe and evaluate data in a variety of formats, including hard copy, electronic and media formats. Must be able to work hours during a legislative session that include holidays and as needed.
