The Consulate General of Canada in Los Angeles is seeking applications from interested parties in serving Canada as Canada’s Honorary Consul in Nevada.

Remuneration: Honorarium*: $20,000 per annum

*an honorarium is an ex gratia payment made to a person in recognition of his or her services for a fixed term

Term Details: Honorary Consul appointments are valid for a period of five years.

ROLE OF THE HONORARY CONSUL

Honorary Consuls serve as a liaison for Canada in states where there is no physical Consulate office. The Honorary Consul will work closely with the Consulate General of Canada in Los Angeles and its offices to advance Canadian interests in Nevada; facilitate local contacts; promote and support Canadian trade and investment interests; liaise with local community, business and political leaders, and civil society organizations; and communicate Canadian messages on key bilateral issues.

The Honorary Consul will also provide an important local and regional perspective on issues of interest to Canada.

In collaboration with the Consulate General of Canada in Los Angeles and its offices, the Honorary Consul will:

§ Maintain a strong network with major U.S. corporate and political entities, decision-makers, community leaders and influencers in the area in order to promote Canadian advocacy messages on priority areas including trade, political, economic and social issues.

§ Provide regular analysis and advice, verbally and through written reports, on key aspects of Canada-U.S. and Canada-Nevada relations as seen from the local perspective, and make recommendations on opportunities to advance Canadian objectives.

§ Represent the Consulate General, as appropriate and when requested, at events that provide an opportunity for Canadian promotion and advocacy, and facilitate access for Canadian officials to U.S. decision-makers and influencers in the local area, including meetings and speaking opportunities.

§ Provide information with respect to investment, trade opportunities, and science, technology and innovation in Nevada. This includes providing contact information and analysis on local stakeholders within business associations or private companies, providing overviews of market potential for specific Canadian companies in the state, and providing advice on local trade shows and conferences.

§ Develop programs for and assist with high-level visits to Nevada, including logistical advice and reporting as required.

In order to be considered, your written application must clearly explain how you meet the following:

ESSENTIAL QUALIFICATIONS

§ Ability to advance Government of Canada’s interests in Nevada

§ A strong understanding of both Canadian economic and political priorities as well as Canada-Nevada economic, political and people-to-people relations

§ Sound judgment, a solid reputation and good standing in the local community, which will be validated through a media review, reference checks and a “reliability” security clearance

§ Good professional standing and extensive connectivity with local community associations, business and political networks

§ Primary work location in the Greater Las Vegas area

To be eligible for appointment as an honorary consular officer, and to retain such status, candidates must also meet the following criteria imposed by the U.S. State Department: 

  • be a U.S. citizen or lawful permanent resident (LPR); 
  • not hold an office of profit or trust with the U.S. Government or a position with a state, county, or other municipality of the U.S. and which is considered by such entity to be incompatible with the duties of an honorary consular officer; 
  • obtain permission from the Secretary of the Department concerned, if he or she holds a commission as a Reserve Officer in any branch of the U.S. Armed Forces; 
  • reside full-time in the area where the Embassy/Consulate is requesting representation;  
  • be age 21 or over, and 
  • Not be within the same metropolitan area as another honorary consulate or career consulate. 

The following knowledge, skills, and abilities will be applied / assessed at a later date (essential for the role)

§ Written Communication in English: Presents and describes concepts and issues in a clear, concise and effective manner.

§ Verbal Communication in English: Communicates in a clear and persuasive manner.

§ Strategic Thinking: Understands and processes complex information, and exercises sound judgment in considering the issues, key players and intricacies of the situation in order to propose a course of action that furthers the objectives and priorities of the Government of Canada.

§ In-depth knowledge of local community, business and political dynamics.

§ Capacity to engage extensive local business and political networks.

§ Ability to build positive working relationships with public officials at the community, state and federal levels.

§ High ethical standards and integrity.

The following may be applied / assessed at a later date (may be needed for the role):

ASSET QUALIFICATIONS

§ Proficiency in French.

§ Proficiency in Spanish.

§ Tangible connection to Canada, such as education in Canada or work experience / professional affiliation with a Canadian company or organization, etc.

§ Independent means and availability of a suitable location for an office. The candidate is responsible for supplying their own material and equipment. (e.g. laptop, email address, etc.).

§ Special consideration may be given to individuals from equity-deserving groups in order to increase the overall gender parity and expand the diversity of our U.S. network of Honorary Consuls.

CONDITIONS OF APPOINTMENT

§ Eligibility for a Government of Canada Reliability Status, which includes a criminal and credit background check.

§ Compliance with the Canadian government Ethical and Political Activity Guidelines for Public Office Holders, includes compliance with the following General Principle of the Guidelines: “A public office holder should not participate in a political activity that is, or that may reasonably be seen, to be incompatible with the public office holder’s duties, or reasonably seen to impair his or her ability to discharge his or her public duties in a politically impartial fashion, or would cast doubt on the integrity or impartiality of the office.”

§ Compliance with the Conflict of Interest Act of the Government of Canada.

Consideration will not be given to candidates who:

§ Occupy any governmental position in the United States of America.

§ May be unable to deliver the program due to other commitments.

§ Are active in politics.

§ May have a real, apparent or potential conflict of interest.

SELECTION PROCEDURE

The selection process will consist of a review of all applications to ensure that candidates meet the essential requirements. Please note that failure to meet any of the essential requirements will eliminate a candidate from further consideration. Only those applicants who meet these will be contacted for an interview or other form of assessment.

The assessment will include an interview, reference checks and may include other elements that could consist of a series of questions designed to evaluate each candidate’s knowledge, abilities, and personal suitability for the position.

Once a successful candidate is chosen the recommendation will go through the Order in Council process – a multi-step process that involves approval by the Minister of Foreign Affairs and the Prime Minister of Canada. The process can take several months to complete.
