Job Description

The Senate Sergeant at Arms is seeking a Manager of Continuity Programs. The Manager will supervise a team of continuity professionals responsible for plans, programs, and initiatives focused on ensuring the Senate is prepared to meet its Constitutional obligations without unacceptable interruption. This includes planning for and executing Senate elements of Enduring Constitutional Government (ECG), Continuity of Government (COG), Continuity of Operations (COOP), and Reconstitution. This role involves supervising strategic and operational planning, developing and maintaining critical policies and procedural documents, and providing decision support to key leaders and executives. The incumbent will manage the daily activities of assigned staff, conduct evaluations, administer discipline, and guide staff development. This role provides liaison with Senate offices and staff, as necessary, to ensure support for continuity plans, programs, policies, and procurement actions to achieve the Senate’s continuity program goals. The Manager collaborates on annual objectives and coordinates testing, training, and implementation of key contingency measures. The Manager prepares program budget proposals and coordinates with Senate continuity partners on budget development and execution.
