Congresswoman Terri Sewell (AL-07), a member of the House Ways and Means Committee and Ranking Member of the Oversight Subcommittee, seeks an experienced Policy Advisor or Counsel to manage her work on the Ways and Means Committee’s Oversight, Tax, and Social Security Subcommittees as well as other legislative issues. This full-time position is based in Washington, DC. 

The Policy Advisor will work closely with the Chief of Staff, Deputy Chief of Staff/Legislative Director, communications staff, district staff, and committee staffs to ensure that all portfolio-related policy work is strategically aligned with constituent needs and the Congresswoman’s goals.

Responsibilities include, but are not limited to: 

  • Staffing the Congresswoman’s work on the Ways and Means Oversight, Tax, and Social Security Subcommittees, which includes: 
  • preparing committee remarks and materials,
  • staffing committee briefings, hearings, and markups, 
  • providing vote recommendations during markups, 
  • staying engaged with committee staff on jurisdictional issues;
  • Managing a portfolio of issue areas outside of the subcommittee’s jurisdictions as assigned, including appropriations, financial services, banking, economic development, and the Committee on House Administration;   
  • Providing vote recommendations and policy advice to the Congresswoman; 
  • Working with the district and press staff to execute all portfolio-related outreach events;
  • Analyzing, drafting, and advancing legislation and tracking relevant developments in Congress and across the Administration;
  • Preparing the Congresswoman for meetings and events within the portfolio;
  • Building coalitions with other members of Congress and stakeholder groups to advance the Congresswoman’s policy priorities; 
  • Meeting with constituent and stakeholder groups and managing the Congresswoman’s relationships with key stakeholders.

The ideal candidate must be a self-starter with a positive attitude, who is able to work under tight deadlines and complete tasks independently. They must have the temperament to communicate with a variety of personalities in a tactful, pleasant, and collaborative manner. Candidates must be flexible and agile and be able to work extended hours when the floor, committee, and office schedules require doing so. An understanding of House and committee legislative procedures and tax policy is required. 

The exact title will be negotiated and other legislative issues will be assigned based on the candidate's qualifications. This is not an entry-level position. At least 3 years of Hill or comparable experience is required. This position cannot be filled during a lapse in appropriations because new employees cannot be appointed. Any start date for this position will follow the end of the lapse in government funding (i.e., will occur after the government re-opens).
