Policy Analyst
EXECUTIVE OFFICE OF THE PRESIDENT
Summary
This position is in the Executive Office of the President (EOP), OMB's Office of Information and Regulatory Affairs (OIRA), the oversight authority for Executive Branch regulatory actions, information collections, and Federal statistical and privacy policy. Pursuant to Executive Order 12866, the Paperwork Reduction Act, and related authorities, OIRA reviews agencies' regulatory actions and information collections, including economic, scientific, statistical, and legal aspects of these actions.
Duties
As a Policy Analyst, GS-0301-14/15, your typical work assignments may include the following:
Leading and/or working with a team to conduct analysis of regulations and/or regulatory policy to identify significant economic, scientific, regulatory, privacy, and legal issues, with emphasis on regulatory costs and benefits, and alternative regulatory approaches. This likely will include developing relationships with regulatory experts at covered agencies and EOP officials to help address the issues.
Reviewing Information Collection Requests pursuant to the Paperwork Reduction Act to ensure that agency collections of information meet all of the requirements of the Act.
Working on complex regulatory policy issues directly with senior career and policy officials from across the EOP (e.g. the Council on Environmental Quality, the Domestic Climate Policy Office, the Domestic Policy Council, the National Economic Council, the National Security Council, the Office of Science and Technology Policy, the Council of Economic Advisors).
Drafting memoranda and making oral presentations for high-level decisionmakers that summarize and provide evidence-based recommendations on complex regulatory and policy matters. Coordinating with colleagues from across OIRA and OMB to address issues relating to privacy, statistical policy, science policy, economics, and budgetary matters.
Reviewing and interpreting pertinent subject-related directives, proposed legislation, and policy documents to identify expected impacts and conducting analysis and studies of their implications and alternatives.
Providing critical feedback and recommendations to OIRA and OMB leadership regarding policy positions on national-level regulatory and information collection strategic directives and policy statements. These duties require the use of economic, scientific, statistical and other quantitative and analytical methods.
Duties are performed with the scope, increased complexity, and level of supervision commensurate with GS grade level.
Positions will be filled in one of two branch offices within OIRA: Natural Resources and Environment (NRE) or Food, Health and Labor (FHL).
