As we continue to grow and expand our reach, we are excited to announce an opening for a Policy Analyst, Midstream. The Policy Analyst plays a key role assisting in the formulation and implementation of AFPM midstream policy focusing on rail, pipeline, trucking, terminals and supply chain issues. Additionally, the Policy Analyst works with AFPM’s Advocacy team to increase the effectiveness and visibility of AFPM with the Executive Branch, Congress, and state lawmakers on key regulatory and policy matters affecting the refining and petrochemical sectors.
Responsibilities
- Assists with analysis of Department of Transportation, Surface Transportation Board, Federal Energy Regulatory Commission, Environmental Protection Agency, Department of Energy, United States Army Corps of Engineers, and other rulemakings as well as Congressional legislation to determine the impacts on AFPM members.
- Performs research on and assists with writing public comments in response to regulatory rulemaking proposals.
- Assists in the preparation of high-quality comments, presentations, Congressional testimony, and other advocacy materials.
- Identifies and makes recommendations for advancing analytical initiatives, technical studies, and research.
- Represents AFPM on relevant industry and government coalitions.
- Assists in staffing the AFPM Midstream Committee and Rail / Pipeline Working Groups and AFPM Statistics subcommittee.
- Monitors Congressional and regulatory activities to identify those most likely to result in legislation or regulation on midstream issues, freight rail economic policy, freight rail safety, pipeline safety and infrastructure permitting.
- Develops and maintains strong and positive working relationships with AFPM member company representatives.
- Coordinates and collaborates with other AFPM departments to achieve desired objectives.
- Assists in the collection, analysis and dissemination of midstream and other statistics of AFPM member intersts
- Performs other duties as defined by the Vice President, Midstream & Petrochemicals
- Performs other tasks in support of and relevant to the essential functions of this position.
Qualifications
- At least 3-5 years of experience working with federal regulatory and legislative policy and analysis with a focus on midstream policy.
- Midstream policy and Trade association experience a plus.
- Experience with collection, analysis and dissemination of statistics a plus.
- Strong analytical skills for supporting regulatory positions.
- Outstanding communication skills, evidenced by experience in communicating advocacy positions, including writing regulatory comments and/or testimony.
- Ability to effectively work with and through member committees to accomplish AFPM goals.
- Exceptional attention to detail and organizational skills.
- Ability to work under tight time constraints and deadlines.
- Strong work ethic and the ability to work well independently and in a team environment.
- Proficient with all Microsoft Office programs.
- Bachelor’s degree in related field, or an equivalent combination of education and experience.
Salary at AFPM is determined by various factors, including but not limited to the individual’s particular combination of education, knowledge, skills, competencies, and experience. The projected compensation range for this position is $85,000.00 to $105,000.00 (annualized). The estimate displayed represents the typical salary range for this position and is just one component of AFPM’s total compensation package for employees.
