Summary

The White House's Office of National Drug Control Policy, Office of Performance and Budget (ONDCP/OPB) seeks Program Performance Analysts at the GS-09 through GS-13 levels for multiple six-month, non-reimbursable* detail positions, with an additional six-month option to extend. Detailees would provide expert program performance advice and analysis on important matters for the Office of Performance and Budget.

The detailee will have the unique opportunity to work at the highest levels of government and to interact with a variety of staff and policy officials at the White House, Executive Office of the President (EOP), and over fifty National Drug Control Program agencies (NDCPAs) across the Executive Branch.


ONDCP's mission is to coordinate and oversee the development and implementation of national drug control policy, including the National Drug Control Strategy. ONDCP is also responsible for the development and implementation of the National Drug Control Budget and the National Drug Control Assessment. The National Drug Control Budget identifies the agencies, programs, and resources needed to implement the National Drug Control Strategy. The National Drug Control Assessment assesses the progress of each National Drug Control Program agency toward achieving the National Drug Control Strategy goals and objectives.


This opportunity would benefit the detailee in several ways. Detailees will gain knowledge on how the nation's drug policy, including the National Drug Control Strategy, National Drug Control Budget and National Drug Control Assessment are developed and implemented, they will get exposure to a wide variety of budget, performance, and policy areas that have a direct impact on programs and initiatives that save lives and stem the nation's ongoing opioid epidemic.


Detailees will have the opportunity to develop and strengthen skills in oral and written communication, project management, and stakeholder engagement/management.


Performance Analyst work activities may include:


Assist in the issuance of a data call to assigned Departments and agencies specifying the timeline for completing the National Drug Control Assessment and the required format and information.

Assist in the production of the National Drug Control Assessment.

Collect data and information for assigned agencies for the National Drug Control Assessment to ensure the document is released according to statutory requirements.

Monitor and track relevant performance audits, reviews, inspections, evaluations, and other sources of performance data for all assigned programs, providing updates to ONDCP leadership on their status and potential impact.

Assist in conducting performance reviews, including tracking those conducted by Government Accountability Office, Offices of Inspector General, or contractors, of NDCPAs programs and activities to identify areas of successes and opportunities for refinement.

Reviewing performance measures, targets, and results of NDCPAs and provide recommendations to refine how the performance and implementation of the National Drug Control Strategy by agencies are measured.

Building, analyzing, and visualizing performance databases and dashboards.

Developing products and processes connecting drug control performance with strategy, policy, and budget.

Coordinate with the interagency and ONDCP components in fulfillment of other statutory reporting responsibilities as required for assigned drug control program agencies.

As necessary, support the update and issuance of new ONDCP Circulars.
