Summary

As a senior expert in OMB's National Security Division (Intelligence Programs Branch), the Program Examiner leads analyses on budget, legislative, and management issues for major federal programs. The incumbent supports the President in overseeing the federal budget for defense and intelligence programs, conducting special studies to guide financial management, procurement, and policy work.



Duties

As a Program Examiner (National Security), GS-0301-14/15, your typical work assignments may include the following:


Analyzes and evaluates agency budget proposals to support the formulation, justification, and execution of the President's Budget for assigned programs, ensuring alignment with Administration policies, and compliance with OMB guidance and statutory requirements.

Advises OMB leadership, senior managers, and stakeholders on budgetary matters, including developing apportionment strategies, identifying cost-saving opportunities and proposing resource allocation and trade-off strategies that advance Administration priorities.

Conducts financial management, procurement, and legislative analyses for assigned programs to inform OMB and agency actions.

Synthesizes complex and voluminous materials to identify key issues, develop alternative solutions, and prepare comprehensive, defensible recommendations for OMB senior leadership.

Assists OMB policy officials in developing and analyzing Administration policies, reports, and memorandums, assessing the resource implications of proposed initiatives.

Collaborates with interdisciplinary teams, stakeholders, and subject matter experts to facilitate communication, knowledge sharing, and the dissemination of OMB guidance.

Reviews and assesses legislative proposals, testimony, and reports to Congress for consistency with the President's Budget and Administration positions.
