Purpose:
The Associate Director of Public Affairs will lead the membership and community engagement programs for the Public Affairs team. Under the guidance of the Senior Vice Preside of Public Affairs and Industry Outreach, this position will execute the grassroots or “grasstops” strategy of the bank. Specifically, this position will work within the Bank’s region to bridge the gap between lawmakers and industry stakeholders including member-institutions, industry stakeholders, and housing coalition partners. The position develops coalitions that support of the bank’s legislative and public policy initiatives. Candidates will have experience in legislative, political, or grassroots engagement in the public policy region, along with knowledge or firsthand experience of an office of an elected official, preferably at the federal level. Public Affairs is a fast-paced environment, with input on the Bank’s external messaging and interactions with lawmakers, opinion makers, and at times the industry and regional/national press. This position will be at the cusp of all these elements.
Major Accountabilities:
Grassroots Engagement
  • Assist in the development and execution of grassroots advocacy campaigns to organize member institutions, stakeholders, and housing leaders in alignment with system and Bank policy position.
  • Build a base of supporters from the financial services, insurance, and housing communities to participate in advocacy efforts.
  • Organize and facilitate grassroots events, including congressional district meetings, roundtables, field hearings, and community facing events.

Legislative Activity
  • At times, assist in educating members of Congress, the Administration, state and local lawmakers and policy decision makers about the FHLBank system, policy initiatives, and support for our strategy. Elements of research and monitoring legislative developments primarily at the federal level, and at times state, or local level, depending on public policy engagement.
  • At times, summarize and analyze proposed legislation and regulations relevant to our advocacy priorities.
  • Assist in preparing advocacy materials, including fact sheets, talking points, and policy briefs.
Advocacy Outreach and Coalition Building
  • Build relationships with lawmakers, legislative staff, and government officials to promote the Bank’s long-term interests.
  • Foster and develop relationships with advocacy trade groups, public affairs and government relations professionals from member-institutions, and community groups primarily in the housing or economic development sector.
  • Communicate the Bank’s goals and positions effectively to external stakeholders.
  • Attend and/or organize coalition meetings and represent our organization's interests within the broader advocacy community.
Other Duties as Assigned
  • Coordinating with bank staff for facilities, catering, photographers and conduct other administrative duties associated with event production, specifically including vendor negotiation, ongoing communication with speakers and attendees, coordination with Marketing and Communications staff on collateral materials, tracking RSVPs, day-of-event management, and monitoring expenditures.
  • Coordinate within teams to enhance the Bank’s narrative, demonstrating Bank activities and member representation in given political subdivisions and addressing relevant topics.
  • Conduct research into policy positions of stakeholders, trade associations, think tanks, advocacy groups, non-profit groups, thought leaders, and influencers.
Skills/Knowledge:
  • Bachelor's degree from an accredited college or university and 3 years minimum in a legislative, policy, or government affairs operation or campaign. Preference at the federal level.
  • Strong computer skills with demonstrated proficiency in Microsoft applications.
  • Strong verbal and written communications skills. Must be able to present and speak to groups and crowds.
  • Good research and analytical skills. Attention to detail. And ability to demonstrate sound judgment in a hybrid environment and
  • ability to simplify and solve problems.
  • Strong interpersonal skills to cultivate positive relations with internal team members and external stakeholders. Demonstrated tact and diplomacy in interacting with others.
  • Ability to work autonomously and effectively.
  • Functions well in a complex and demanding environment requiring the ability to organize and prioritize multiple tasks while remaining calm in the face of tight deadlines.
  • Standard business hours but may from time-to-time be required to work more than 40 hours per week or on weekends to align with congressional or conference schedules.
  • Extensive travel in the region and Washington D.C. (as needed).
  • Knowledge of banking, financial services, and/or housing policy not required but a plus.
SALARY RANGE: $125K - $130K
