Description Of Work

Salary Range: $70,282.00 - $81,000.00

The North Carolina Sentencing and Policy Advisory Commission seeks a qualified individual to fill its Research and Policy Associate position.

The North Carolina Sentencing and Policy Advisory Commission, a permanent state commission, conducts studies on criminal and juvenile justice issues and makes recommendations to the General Assembly for the modification of sentencing laws, policies, and practices.

Knowledge Skills And Abilities/Management Preferences

The duties of this position include but are not limited to:

  • Provide staff support to the 29-member Commission.
  • Assist the Commission in the formulation of sentencing laws and policies by researching legal and policy issues in criminal and juvenile justice, identifying policy options from research, summarizing and providing information in written and oral form, and planning and facilitating the Commission’s decision making process.
  • Monitor legal and policy issues as they proceed through the General Assembly and the court system.
  • Provide information and training to members of the criminal justice system and the public.
  • Assist in the collection and analysis of statewide sentencing, correctional, and recidivism information.

This position reports to the Sentencing and Policy Advisory Commission Executive Director. Work hours are 8:00 AM - 5:00 PM, Monday - Friday. This position is eligible for partial remote work pursuant to office policy.

Knowledge of: state (North Carolina), federal, and constitutional law; case, statutory, regulatory, and common law; legal research methods, techniques, sources, databases, and other research tools; the operations of the NC court, criminal and juvenile justice systems; and the operations of the NC General Assembly.

Skills in: conduct research of legal and policy issues; identify policy options from research; monitor legal and policy issues as they proceed through the General Assembly and the court system; plan and facilitate the decision making process by a group; present information to small and large groups; and assist in the collection and analysis of statewide sentencing, correctional and recidivism information.

Ability to: express complex concepts in a clear and concise manner; communicate both orally and in writing; plan, develop, and execute an effective strategy for facilitating the decision making process; organize work; set priorities; meet critical deadlines; follow up on assignments with minimum direction; and work with a team and independently.

Minimum Education And Experience

Master's degree in the social sciences, public policy, public administration or other related field and two (2) years of relevant experience in governmental, public policy, social science research, or an equivalent combination of education and experience.

A Juris Doctorate degree from an ABA accredited law school and at least one (1) year relevant experience is strongly preferred for this position.

Candidates with a master’s degree in the social sciences and with at least two years relevant experience will also be considered; or an equivalent combination of education and experience.

Policy research and legal analysis skills, good writing skills and computer literacy are highly desirable.

Familiarity and experience with the North Carolina criminal justice system is preferred.
