The Team You’ll Work With:
The Office of the Deputy Mayor for Health and Human Services is responsible for ensuring that agencies that oversee the City’s social services are run compassionately, equitably, and effectively, and that the City’s public health and healthcare delivery systems deliver results for all New Yorkers. With a portfolio that amounts to approximately $22 billion, the Office of the Deputy Mayor for Health and Human Services, under the leadership of Deputy Mayor Helen Arteaga, is focused on implementing bold efforts within and across City agencies and the Mayor’s Offices.

Agencies and Mayor’s Offices reporting to the Deputy Mayor for Health and Human Services include: NYC Health + Hospitals, Department of Health and Mental Hygiene, Office of Chief Medical Examiner, Department of Social Services (Human Resources Administration and Department of Homeless Services), Administration for Children’s Services, NYC Aging/Department for the Aging, Department of Youth and Community Services, Office to End Domestic and Gender-Based Violence, Department of Veterans’ Services, Office of Community Mental Health, Office for People with Disabilities, Office of Food Policy, and Center for Innovation through Data Intelligence.

With HHS agencies and offices' total spending approximately $22B annually, and combined staffing of about 70,000, there are significant opportunities and needs that require the dedicated focus of an experienced Senior Advisor for Homelessness.

The Problems You’ll Solve:
Responsibilities of the Senior Advisor – Federal Strategy and Budget include, but are not limited to:
  • Analysis and Advice – The Senior Advisor will develop, assess, and evaluate policy proposals related to federal advocacy and budget management in terms of alignment with administration policy goals and benefit to the city. The Senior Advisor will make recommendations to the Deputy Mayor, the Chief of Staff, and other senior officials within the Mayor’s Office, and will be responsible for planning and executing approved proposals.
- Project Management - The Senior Advisor, in coordination with appropriate City Hall colleagues and agencies, private, and other governmental entities, will manage reforms and policies related to addressing federal policy and budget management issues from City Hall, including contract payment issues.
  • Internal/External Stakeholder Communication – The Senior Advisor will act as a liaison with communities, community advocates, elected officials, and civic organizations to communicate on behalf of the Office of the Mayor and the Office of the Deputy Mayor, and ensure key stakeholders are included in critical conversations.
  • Interagency Oversight and Coordination – The Senior Advisor will coordinate with relevant agencies, boards, commissions, organizations, and institutions to pursue initiatives, meet project goals and timelines, review agency and interagency work products, coordinate communications and outreach strategies, and ensure positive and efficient relationships between all stakeholders.

About You:
The ideal candidate is eager to work in local government and be well-versed in how New York City operates. You should thrive in a fast-paced environment and have some understanding of or experience in NYC politics.

  • You have strong written and verbal communication skills.
  • You are highly organized and detail-oriented with the ability to prioritize between conflicting demands and the flexibility to meet unpredictable demands.
  • You can work independently and within a fast-paced environment, as well as thrive in a collaborative and supportive team environment.
  • You are a self-starter who positively contributes to a learning culture and collaborative team and is willing to perform the full range of tasks required in a dynamic and rapidly responsive organization.
  • You can quickly absorb complex technical documents and brief senior staff.
  • You have excellent time management skills.
  • You have research and/or analytical experience, a plus.
  • You have excellent interpersonal and communication skills (verbal and written).
  • You can prioritize workload and function effectively within and outside the office.
  • You are proficient in Microsoft Office applications, especially Excel and PowerPoint.
  • You have interest and awareness of NYC budgeting, federal policy, public health, mental health, and social services.

Minimum Qualifications


  • Bachelor’s Degree required.
  • 6+ years of experience.

New York City residency is generally required within 90 days of appointment.
