Job Description
Position Summary
The Senior Director of International Development is WFCU's accountable owner for the institutional Business Development (BD) and grants portfolio. The role builds WFCU's institutional funding capability, manages funder and partner relationships, leads proposal development and new awards, and ensures WFCU's grantmaking produces measurable Financial Stability impact as outlined in its 2027-2029 strategic plan.
This is a strategic, externally oriented role at the intersection of institutional fundraising, grantmaking, award governance and impact. The role is intentionally durable: if the institutional BD pipeline slows, the Senior Director continues to lead WFCU's grants portfolio and related Financial Stability work.
Core Responsibilities
Business Development & Institutional Funding
- Own and actively manage WFCU's institutional opportunity pipeline, awards calendar and funder strategy.
- Identify, qualify and prioritize opportunities from bilateral and multilateral donors, foundations and institutional partners.
- Lead concept notes, proposals, partner structures, budgets and submission processes in coordination with WFCU Finance / Operations and technical partners.
- Cultivate and manage senior relationships with current and prospective funders and strategic partners.
- Recommend go / no-go decisions based on strategic fit, win probability, financial structure, delivery capacity, compliance and impact.
WFCU Grants Portfolio
- Lead the strategy, performance and impact of WFCU's grants portfolio, including Financial Literacy, Financial Inclusion, Project Storm Break and related WFCU grant programs.
- Ensure grant decisions, disbursements and reporting align with WFCU priorities, donor requirements and approved governance processes.
- Work with Marketing, Communications & Grant Management to preserve efficient grant administration, recipient communication and donor storytelling without duplicating functional responsibilities.
- Connect grant outcomes and international development awards to WFCU's Financial Stability impact narrative and Board scorecard.
Award Management, Compliance & Financial Stewardship
- Oversee WFCU-held awards from acceptance through closeout, including budgets, partner agreements, reporting calendars, risk and compliance requirements.
- Coordinate with Finance / Operations on direct costs, cost recovery, cash flow, and audit readiness.
- Supervise the Financial Technician and ensure accurate dashboards, financial reporting and portfolio records.
- Maintain GiveEffect as the system of record for institutional prospects, relationships, proposals, awards, grants, reporting deadlines and stewardship activity.
WOCCU Technical Assistance Partnership
- Coordinate with WOCCU when technical design, country implementation or cooperative development expertise is required.
- Translate approved opportunities into clear TA scopes, budgets and project-specific delivery expectations under the WFCU-WOCCU inter-enterprise framework.
- Preserve clear structural boundaries: WFCU owns funder strategy, proposals, award accountability, grants and donor reporting; WOCCU owns Technical Assistance design and delivery inputs.
Strategy, Reporting & Cross-Functional Leadership
- Provide the President / CEO with concise pipeline, award, financial, compliance and impact reporting for quarterly Board updates.
- Coordinate horizontally with Finance / Operations, Philanthropy, Marketing / Communications / Grant Management and WFCU network-program leaders.
- Contribute to annual planning and growth of the BD and Impact Grants function throughout the WFCU 2027-2029 strategic plan and beyond.
Decision Rights
- May approve routine portfolio workflow, consultant deliverables and grant / award administration within approved policy and budget.
- Recommends opportunity qualification, proposal pursuit, partner structures and award-management actions.
- Escalates material financial exposure, contractual commitments, final proposal submissions and award acceptance to the WFCU President.
Qualifications
Required
- 7+ years of international development experience with a demonstrated record in business development, institutional fundraising, grants management or related work.
- Experience developing competitive proposals and managing relationships with bilateral, multilateral or major foundation funders.
- Experience managing grant or award portfolios, including budgets, compliance, reporting and partner management.
- Strong executive communication, proposal writing, negotiation and cross-functional leadership skills.
- Bachelor's degree in international development, finance, economics, public policy or a related field.
Preferred
- Experience in financial inclusion, credit unions, cooperatives or community finance.
- Experience with consortium, subaward or co-implementation structures.
- Master's degree or equivalent advanced qualification.
- Spanish or Portuguese proficiency.
- Experience working with a foundation or philanthropic organization.
