Position Overview:
Families USA seeks a strategic and dynamic Senior Policy Advisor on Insurance Markets & Regulation to lead our policy strategy, analysis and thought leadership on private health coverage and consumer protections across the individual marketplace, employer-sponsored insurance, and state-regulated health coverage.
The Senior Policy Advisor provides high-level strategic expertise on insurance marketplaces, insurance regulation, employer-sponsored coverage, network adequacy, coverage denials, and other key consumer protections. This role focuses on advancing affordability, expanding access to care, strengthening consumer protections, and driving progress toward universal coverage.
Collaborating closely with the Senior Director of Health Policy and cross-functional teams, the Senior Policy Advisor develops and implements strategies to advance impactful policy change at the state and federal levels. This leader conducts rigorous policy analysis, develops evidence-based recommendations, and identifies opportunities to influence legislative and regulatory processes.
This role requires a policy expert who thrives at the intersection of analysis, strategic advocacy, coalition leadership, and public engagement---who is motivated to translate complex policy into meaningful improvement in people’s lives.
Key Responsibilities:
- Lead organizational strategy on the private coverage policy agenda, setting priorities, identifying opportunities for impact, and aligning work with overall health policy goals across private coverage, insurance markets, and consumer protections.
- Lead analysis of data, policy literature, laws and regulations to inform organizational policy recommendations and identify strategic opportunities to advance policy change; translate findings into high-quality memoranda, regulatory comments, issues briefs, reports, white papers, grant proposals, and other written materials, while ensuring rigorous fact checking and quality control.
- Maintain thought leadership within the broader health policy community by producing high-impact publications; represent the organization on ACA marketplaces, employer coverage, insurance regulation, prior authorization, coverage denial, network adequacy and consumer protection policy advisory panels, coalitions, and working groups, engage with state and federal agencies and elected officials, and serve as an organizational spokesperson in the media.
- Collaborate with state and national advocates and provide technical assistance to policymakers and external stakeholders to advance the policy priorities under the private coverage & insurance market portfolio.
- Work with senior leadership to develop funder-focused policy projects and concepts, support proposal development, and cultivate funder relationships.
- Lead and manage private coverage-related projects and ensure cross-team collaboration with Strategic Partnerships, Communications, and Government Relations.
- Lead project teams, recommending overall project impact, strategy, outcomes and budget including developing project plans, key milestones, and deliverables; adapting such plans, and assisting project teams to troubleshoot.
- Supervise staff in alignment with the organizational structure, including assigning work, providing ongoing feedback, supporting professional development, facilitating regular check-ins, and mentoring team members.
- Participate in the planning of the health policy programming at the Families USA events and annual Health Action conference.
- Travel occasionally for presentations, trainings, consultations, and external engagements.
Qualifications:
The ideal candidate brings at least 10 years of experience with deep content expertise in private health coverage policy, including insurance marketplaces, insurance regulation, employer-sponsored coverage, and consumer protection policies. They have demonstrated experience navigating federal and state legislative and administrative processes and possess a strong understanding of US healthcare systems and policy advocacy strategies.
This individual demonstrates exceptional research, writing, and analytical skills, with the ability to translate complex policy concepts into compelling briefs and comprehensive reports for diverse audiences. They are a collaborative leader who builds consensus, manages coalitions effectively, and thrives in a fast-paced, matrixed environment while advancing strategic policy priorities.
A bachelor’s degree is required; a master’s degree in public health, public policy, or a related field is preferred. A JD will also be strongly considered. Our salary range for this role is $155k - $170k and will be commensurate with experience.
