Summary
This position is in the Office of the Bureau of Oceans and International Environment and Scientific Affairs (OES), Office of Science and Technology Cooperation (OES/STC), in the U.S. Department of State (DOS). STC is responsible for ensuring that science and technology (S&T) issues are fully integrated into U.S.
foreign policy, and for designing and directing the implementation of coherent international activities and diplomatic initiatives.
Duties
Analyzes Science and Technology (S&T) issues critical to the development of policy and operational support for foreign policy initiatives and prepares policy recommendations on politically sensitive United State Government (USG) positions.
Measures and evaluates applicability of proposed S&T collaborations in terms of established USG policies, with regard to the inclusion of peer reviews and science-based decision making in the collaboration process.
Drafts remarks for office, Bureau and Departmental leadership on the topic of science, technology, and innovation with limited oversight from the management team.
Works closely with Office Director in planning, directing, and managing the staff, budget, programs, and activities of STC.
Serves as principal advisor to the Assistant Secretary and other U.S. Government (USG) officials on international S&T issues, agreements, policies and on the Circular-175 negotiating authority process.
Serves in a senior management position, with managerial oversight over a large team, that includes at least eight Civil Servants, Foreign Service Officers, and contract personnel.
