Duties

Manages a comprehensive communications program including multi-media productions and relations, digital communications, congressional and elected official relations, public participation/education, internal correspondence, and printing management.

Develops and manages a team, providing technical and administrative supervision over a staff of Specialists responsible for proficient public affairs and communications products to support decision-makers in achieving BLM Utah's mission goals.

Serves as an advisor to the State/Associate State Director with the responsibility of informing the public of relevant BLM policies, practices, and projects; enhancing the BLM's image; and monitoring public attitudes towards the BLM Utah.

Ensures agency policies, programs, and actions are communicated to members of Congress and local elected officials; government agencies; interest groups; various media outlets; and agency employees, often in an atmosphere of conflict and criticism.

Manages and supervises the preparation of press and informational releases for distribution to news media and to the public, including articles, op-eds, social media content or feature items on both technical and non-technical subjects.

Develops proactive and reactive communication strategies to disseminate information about controversial or complicated programs that may be of national significance, correct misconceptions and enhance public understanding of BLM policies and actions.

Develops internal/external communication work plans taking into consideration specific topics or aspects to emphasize the most effective media to use in communicating with intended audiences and the kind of information required by target audiences.

Develops and implements policies for communications materials and ensures compliance with BLM and Government Printing Office standards, including oversight of Federal Register notices and quality control of all significant printed publications.

Supervises operations and program management; performs overall work planning and review, establishes employee work schedules, and sets priorities for staff to meet program requirements.

Tracks legislative issues at both the state and national level and analyzes the impacts of draft legislation on BLM programs, stakeholders, and other users of the public lands for assigned jurisdictions.

Oversees the development and execution of effective communication strategies involving complex natural resource issues to be delivered to both supportive and hostile audiences.

Advises on the communication of policies and decisions on management of the public lands and their resources as well controversies and public interest associated with land management decisions.

Represents the BLM with nationally based organizations, as well as with their local affiliates or chapters, to include leading press conferences, serving as an on-camera representative of the agency, and speaking at public events.

Plans, leads, coordinates, and implements a strategic and dynamic new media and web presence based on industry trends, best practices, and forward-looking communication technologies.

Ensures quality control and compliance with BLM standards for the design, development, and production of printed, audiovisual, and display/interpretive materials, including event displays, brochures, flyers, newsletters, and posters.
