Job Description
Framework Services assists a number of clients in political consultancy across the independent, third party, reform, and good governance space. The two most notable clients this role will work directly with are the Forward Party and the American Majority Project. The Forward Party is a PAC dedicated to building a viable, credible, and durable new party. The American Majority Project is a non-profit dedicated to building tools and providing education to independent voters and candidates. Success in this role requires experience in nonprofit and PAC management, familiarity with campaign finance law and filings, experience managing funds and administering payroll and benefits, strong organizational and communication skills, attention to detail, and the ability to multitask. The right individual for this position will carry themselves with professionalism and a motivation to get the job done no matter how big or all the task.
This role will be a key member of the executive team and must be a strategic leader who is able to see around corners and prioritize work that will need doing soon. Additionally, the CFO/VP of Finance will be the head of the operations department, managing internal teams and consultants to ensure all parts of the operations flow run smoothly.
The ideal candidate will possess a start up mindset and be comfortable with odd hours. The ideal candidate will be based in Washington, DC and able to work from the Dupont Circle office at least three days per week, but virtual work will be considered for the right candidate.
Key Responsibilities:
● Financial Management & Oversight
○ Manage all financial operations across Framework Services LLC and on behalf of its political and nonprofit clients, including budgeting, cash flow, accounting, and financial reporting
○ Establish and maintain fund segregation and allocation systems that meet FEC, IRS, and state-level requirements for each entity type
○ Prepare and oversee financial statements, internal reports, and audit-ready records for all entities
○ Manage banking relationships, investment accounts, and vendor/contractor payment systems
○ Develop and maintain financial controls appropriate to the compliance environment of each entity
● FEC Compliance & PAC/Nonprofit Treasury Work
○ Serve as Treasurer of PAC & nonprofit clients (or directly supervise the Treasurer function), bearing ultimate responsibility for FEC filing accuracy and timeliness
○ Manage all FEC reporting obligations: quarterly and pre/post-election reports, 48-hour and 24-hour notices, independent expenditure reports, and electioneering communication filings as applicable
○ Monitor contribution limits, source prohibitions, and earmarking rules; flag and remediate compliance issues in real time
○ Maintain the PAC's books, receipts, and disbursement records in accordance with FECA requirements
○ Manage FEC audit readiness and represent the organization in any FEC inquiry or enforcement matter (with outside counsel as appropriate)
● IRS & Nonprofit Compliance
○ Oversee all IRS filing obligations for 501(c)(4) and 501(c)(3) clients, including Form 990, Form 990-T, and related schedules
○ Manage the allocation of shared expenses between entities in compliance with IRS guidance on primary purpose, lobbying limits (501(h) election management), and political activity restrictions
○ Monitor the 501(c)(3)'s compliance with the Johnson Amendment and the 501(c)(4)'s primary purpose test
○ Coordinate with outside tax counsel on any novel IRS questions arising from the multi-entity structure
○ Oversee state charitable registration and annual reporting filings
● Multi-Entity Compliance Architecture
○ Design and maintain the shared services allocation methodology governing how the for-profit entity charges and allocates costs to PAC, C4, and C3 clients
○ Ensure that intercompany transactions and resource-sharing arrangements are documented, arm's-length, and defensible to the IRS, FEC, and state regulators
○ Advise leadership on the financial implications of new programs, activities, or funding sources with respect to each entity's regulatory constraints
○ Maintain current knowledge of FEC advisory opinions, IRS guidance, and state law developments affecting multi-entity structures
● Leadership & Administration
○ Serve as a member of the senior leadership team; advise the CEO and board on financial strategy, risk, and compliance
○ Oversee and maintain an HR program that keeps employees feeling supported, appreciated, and following industry best practices. It will assist in recruiting top talent and managing day to day HR needs.
○ Manage or supervise any finance, bookkeeping, or compliance staff as the organization grows
○ Select and manage accounting software, FEC reporting software, and financial systems
○ Interface with outside auditors, legal counsel, and compliance consultants as needed
Required Skills & Experiences:
● 10+ years of experience, 5+ in a similar role.
● Expertise in 527, 501(c)(3), 501(c)(4), and LLC structures and the rules and regulations surrounding each.
● Experience interfacing with outside counsel in a timely and cost-effective manner
● 5+ years in a leadership role at a political organization.
● Willingness to both do the strategic planning and roll up your sleeves and do the day to day grunt work necessary to run the operations department smoothly.
● A keen sense of cashflow, burn rates, runways, and an ability to effectively communicate it all.
● Good people skills and the ability to distill complex financial information into easy to understand reporting.
● A deep seeded desire to help fix the broken political system in our country.
Compensation and Benefits: Framework Services offers a competitive compensation package for this full time position, providing a yearly salary of $180,000-$220,000 depending on experience, a wide variety of medical, dental, and vision benefits to choose from, unlimited PTO, and hybrid working environments.
