Rescue’s health behavior change marketing campaigns focus on topics such as tobacco, obesity, substance and alcohol prevention; the promotion of exercise, eating healthy foods, early childhood development, and after school programs; and other topics that promote healthy living. Rescue’s behavior change campaigns focus on diverse populations within teen (13 - 17), young adult (18 - 26), and adult (18+) populations in both rural and urban areas, resulting in a wide variety of campaign styles and strategies.

The Job
We are looking for a dynamic, high performing Sr. Policy Manager to drive the policy analysis and strategy for our Virginia nutrition and tobacco statewide campaigns. The ideal candidate has a passion for advocacy and a background in analyzing policy and advancing comprehensive policy agendas on a state and local level.

Day-To-Day Activities:
Develop and Maintain Policy Strategies
  • Provide legislative and strategic guidance for Virginia’s statewide policy campaigns, including state and local policy analysis, strategies for advocating for policy change on a state and local level, decision-maker targeting, and effective partnership and coalition building.
  • Conduct policy assessment and legislative analysis on Virginia tobacco & school wellness policies, including tracking developing priority legislation and state and local rules and local ordinances, reviewing state requirements and school-and division-level wellness policies, and identifying priority areas to inform campaign policy strategy.
  • Work closely with the Sr. Program Manager to develop campaign strategies and measurable campaign goals as it relates to policy (tobacco & school wellness policy, in particular).
Creative and Media Planning & Implementation
  • Develop materials, including Measures of Progress (MOPs), fact sheets, infographics, one-pagers, action alerts, and talking points to educate the campaigns’ target audiences and influence key decision-makers.
  • Develop effective campaign messaging that drives policy change.
  • Work closely with the Sr. Program Manager with campaign-specific media and public relations activities.
Client Management
  • Communicate with client and key stakeholders around campaign policy and strategy.
  • Create implementation and strategy presentations to share and present to the client.
  • Join client status calls to present findings and policy recommendations and strategies.
  • Assist the Sr. Program Manager with drafting, editing, and compiling information and data for client reports.
Team Management
  • Supervise and manage a team of campaign managers who lead the day to day operations of the campaigns to ensure high-quality delivery of campaign activities and campaign goals are met.
  • Lead weekly check-ins with campaign managers to provide oversight, direction, and ongoing feedback.
Required Qualifications:
  • Bachelor's Degree +3 years relevant experience OR 8 years relevant experience OR Master's Degree +1 years relevant experience
  • Excellent interpersonal skills (one-on-one and in a group settings) and must be able to work within a team;
  • Excellent team-building, presentation, and facilitation skills;
  • Experience in policy and legislative landscape analysis and strategy development;
  • Experience in public policy advocacy.
  • Flexibility and willingness to shift and pivot in response to the current climate and program and campaign needs;
  • Commitment to mobilizing communities through strategic organizing;
  • Ability to multi-task, prioritize assignments, and demonstrate a high degree of initiative;
  • High-level competency with Microsoft Word, Excel, and PowerPoint;
  • Excellent time management skills;
  • Ability to work under pressure and meet urgent deadlines;
  • Strong written and oral communication skills;
  • Be solution focused.

Status: Full-time
Pay Range: $45,000 - $60,000 per year.

Environment:
All business-related environments are tobacco-free.

Physical Requirements:
Able to remain in a sitting position for prolonged periods of time for the performance of duties. Able to read from a computer, laptop monitor, or tablet for a full workday and for long periods of time (typically 8 hours) including fonts of various sizes from a variety of sources. If working from a Rescue office location, able to stoop, bend, reach, climb stairs, and move freely throughout the building. Able to travel nationwide as needed to meet with clients, coworkers, or attend meetings and seminars. Must be able to move boxed work documents, up to 40 pounds, in and out of office for travel by car and by air.
