Job Description

The District of Columbia Primary Care Association (DCPCA) and our lead partners, Children’s National Hospital (CNH) and Howard University (HU), have joined together with other District of Columbia organizations serving expectant and parenting teens, and with teen parents themselves to form the DC Network for Expectant and Parenting Teens, or DC NEXT!

DC NEXT! will use the tools of collective impact, training in trauma-informed care and evidence-based prevention, and the human-centered equity action lab model (HEAL Lab), to form the core of our efforts to design and test innovations and meet our goal: Young parents with increased ability to make healthy decisions about relationships, sex, parenting, and life.

DC NEXT! will focus on the priority area of expectant and parenting youth and will leverage opportunities to improve the health and wellness of young parents and their children. The role of the DC NEXT! Initiative Manager is to further bolster and build the necessary structures for a robust network of young people, stakeholders, and entities to inform innovations by designing and testing quality care interventions that positively impact expecting and parenting young people, This position will also be responsible for managing and supporting two other staff members, a Data Analyst and a Human-centered Design Equity Action Lab Coordinator.

Position Summary

This is a new role and an exciting opportunity for a professional who is passionate about equitable health care access and thrives in a start-up environment with a high degree of independence and flexibility. The successful candidate believes in empowering young people to both inform and be part of solutions. Strong communication skills are required, with the ability to easily communicate with diverse young people, community members, partner agencies, public health professionals, funding partners, and medical staff. Ideally the candidate will have a background in public health or social work with proven experience in project management. This professional will possess an enthusiasm for and ability to bring multiple stakeholders together, creating the necessary structures and processes that drive results. The DC NEXT! Initiative Manager will be experienced working in multicultural settings and will bring a commitment to racial equity.

Essential Duties and Responsibilities 

Network Leadership

  • Serve as primary liaison with our partner funding agency (Office of Population Affairs -OPA)
  • Participate/represent DC NEXT! Within OPA’s community of learning/funding cohort
  • Further establish and strengthen network partnerships and engagements that support the key three focus areas of continuum of care: school-based services, reproductive and sexual health, utilizing a Collective Impact approach
  • Build, create, and implement all necessary structures, policies, procedures, processes to ensure effective day-to-day collaborative operations 
  • Formally launch and continuously improve the structure and systems necessary to carry the Network’s efforts forward
  • Hire and support Network staff to deliver transformational results 
  • Plan, coordinate, facilitate, and evaluate learning sessions/trainings for Network Partners in collaboration with project partners including curriculum design, agenda setting, and trainer identification
  • Serve as a resource for members on key content areas – connecting partners and peers
  • Ensure that at the Network level evaluation planning, key performance indicators and both process and outcome metrics are developed, tracked and reported
  • Ensure that the Network development and related activities in process are fully documented

Knowledge and Communication

  • Establish regular communication channels and Network resources to publicly share relevant Network information among partners and with the community
  • Work with local and national agencies, independent subject matter experts, and other Network partners to identify best practices and evidence-based practices
  • Author and prepare project reports, memos and maintain project records and data
  • Support administration of program grants and deliverables including coordination of project activities, tracking deadlines, reporting activities
  • Convene the necessary stakeholders to ensure that projects and products are of the highest quality and drive the Network’s agenda and impact goals

Stakeholder Management

  • Responsible for positive management and accountability of their team to each other, DCPCA, and DC NEXT! stakeholders.
  • Ensure staff engagement; conduct regularly scheduled one-on-one meetings with individual team members.
  • Provide frequent, ongoing coaching and feedback to assigned team to drive DC NEXT! Network partnership satisfaction and outcomes.
  • Diplomatically and expertly nurture DC NEXT! Partners and aligned work efforts so that agreed upon goals are met

Qualifications

Required Qualifications

  • Master’s degree or Bachelor’s degree in relevant field with a minimum of 5 years of relevant work experience
  • Public health experience and project management experience required
  • Proven experience with project management, in particular demonstration of ability to organize multiple stakeholders towards various activities and goals, manage multiple projects simultaneously, plan strategically, and see projects through to completion
  • Commitment to equity and valuing youth as a part of the solution in developing solutions for pressing social and public health issues
  • Strong relationship-building skills, with proven ability to develop effective relationships with diverse stakeholders (government, community, and business environments). Ability to motivate and inspire a diverse team of stakeholders
  • Experience managing staff members, including recruiting and training
  • Excellent meeting-facilitation skills
  • Excellent written and oral communication skills
  • Ability to work effectively with diverse teams as well as demonstrated awareness and value of cultural competence and special populations
  • Ability to work collaboratively with multi-agency partners, young people, medical and university professionals, staff and other external stakeholders
  • Effective analytical and problem-solving skills, with the ability to quickly gather information (quantitative and qualitative), identify trends, and propose solutions
  • High degree of proficiency with MS Office products, including Word, Excel, PowerPoint, and Outlook.

Preferred Qualifications

  • Experience working with a public health oriented collaborative or partnership
  • Experience with grants management and financial aspects of project management
  • Experience in youth development field

DCPCA is a fast-paced, high-energy organization with a very ambitious agenda and a highly motivated staff. This job will experience high work demands under tight timelines requiring a flexible and adaptable approach to daily challenges. There will be long periods in front of the computer and possibly standing or sitting for long periods. This position will be based in an office in Washington D.C. but in light of the pandemic, will remain remote in nature until it is deemed safe to resume work at the office. Outside of a the public health emergency (COVID-19), the role will require travel to DC NEXT! Partners and locations throughout D.C. This position is primarily sedentary and may require some bending and lifting.
