POSITION SUMMARY:

Through the supervision of Sector Managers, this position directs a division comprised of multiple large, complex, and critical programs impacting large numbers of IRCO clients. In collaboration with direct reports, supervisor and other agency stakeholders, the Director sets and oversees the implementation of the division’s vision and the implementation of programs in a manner that promotes accountability and high degree of stewardship of organizational resources. Identifies objectives, manages significant human, financial (over $5 million annually), and physical resources, and functions with an extremely high degree of autonomy. Accountable for formulating and administering policies and programs and fostering collaboration within the division and with other divisions and IRCO Cultural Centers.


ESSENTIAL JOB FUNCTIONS

STRATEGY, VISION, AND REPRESENTATION

  • Facilitate process to build and periodically review participatory vision for the division, in close collaboration with direct reports, supervisor, program teams and other agency stakeholders. Set and monitor goals and objectives for the division in line with defined vision.
  • Promote collaboration between direct reports and between programs within division, and work with other division Directors to create interdisciplinary linkages, to maximize outcomes for clients.
  • Lead division in effectively collaborating with IRCO’s multiple Cultural Centers directors, staff, leadership, and advisory councils. Assist them to navigate and support the diverse immigrant and refugee communities. Work with community leaders in supporting their efforts and needs.
  • Ensure that IRCO is represented at critical sectoral meetings and other forums relevant to division and specific programs within. Effectively represent agency’s interests and those of our clients, especially refugee and immigrant communities. 
  • Build and maintain relationships with funders, other nonprofits, government agencies, colleges, social service organizations and other providers of services to refugees/clients.
  • Contribute to strategic planning and the implementation of the agency’s strategic plan.
  • Contribute to agencies’ efforts to enhance data management practices and build program evaluation systems. Work with division staff to test and roll out these systems and practices.


PROGRAM OPERATIONS & MANAGEMENT

  • Oversee Sector Managers including providing problem-solving and support with staffing concerns/plan, structure and coordination, funder relations, fiscal matters, billings, funder reviews.
  • Assist Sector Managers to adapt their program operations and models to evolving IRCO policies, funder requirements, context, and client needs.
  • Assist with creation and roll out of standardized program tools and practices across the agency or when appropriate, create and use division-specific tools.
  • Carry out program monitoring visits and periodic program reviews and provide structured feedback in a way that can improve project/program progress and outcomes and adherence to IRCO and funder requirements.
  • Provide technical assistance to Sector Managers in developing and implementing program budgets, budget review, writing reports, budget amendments, contract renewal, and contract review.
  • Work with Development team to plan for all division’s program proposals, new program assignment and launch; ensuring that all new programs adhere to division’s vision.
  • Work with Sector Managers to explore new program areas for sustainability and growth of their programs.
  • Attend specific monthly funder & leadership team meetings.
  • Approve Payroll Actions, Payment Vouchers, credit card requests, timesheets, mileage forms for division, in line with IRCO policies, funder guidelines and spending.
  • Support programs in absence of Sector Managers, providing coverage for critical functions during PTO, vacancies, and other absences.
  • Work with Executive Leadership Team on creation of and implementation of policies and procedures related to IRCO.
  • Oversee and monitor division budgets and review expenditures for budgetary control.

TEAM MANAGEMENT

  • Assist IRCO leadership to develop and implement an enhanced and supportive organizational structure that will support continued success and growth.
  • Consult with Associate Director and Human Resources regarding staffing wages, issues, plans, changes, needs, disciplinary issues, and work plans.
  • Identify and organize training and cross learning/information sharing opportunities between programs and across divisions.
  • Counsel Managers on policies, conflict resolution, and grievances.
  • Participate in the recruitment, selection, orientation, and training of key program staff.
  • Serve on the Senior Management Team, representing division’s position and contributing to key management and strategic decisions. 
  • This position will be a Diversity, Equity and inclusion and Trauma Informed Care Champion and ensure that Managers collaborate on implementing IRCO’s Equity Plan. Conduct supervision and program oversight using a strength based, TIC and DEI lens.



KNOWLEDGE:

Education: Bachelor's Degree (4) required, Master’s degree preferred. Preference for a degree in social work or other field relevant to this division.

Experience: 7-8 years of experience is required (6) in management of complex programs, and over 4 years of experience in people management.

Preferred Candidates will have experience working with Immigrant and Refugee communities and Non-profits.

Certifications/Licenses: n/a

Computers: All positions at IRCO require use of a computer and experience working with Microsoft Products including but not limited to Microsoft 365, Excel, Word, Outlook, and PowerPoint. This position must also be able to work effectively with different databases.

Positions at this level have on-going planning and goal-setting responsibilities. Planning processes typically impact more than one function or work unit. Planning is made more difficult because of the number of alternatives or obstacles (5)

Supervision:

Positions at this level are normally responsible for full managerial responsibility including providing direction to other supervisors/managers regarding the supervision of their staff. Supervisory span will include direct and indirect reports (6)

Environment:

This level has a work environment that is well protected, with virtually no hazards or obstacles. There is very little element of personal risk or hazard. Job conditions are stable, usually well managed, and very comfortable. (1)

The work schedule occasionally fluctuates based on organization or customer needs. This fluctuation may occur with or without prior notice. (3)
