Summary

This position is located in the Bureau of Global Health Security and Diplomacy (GHSD). GHSD leads U.S. diplomatic engagement to strengthen the global health security architecture and prevent, detect, control, and respond to infectious diseases, including HIV/AIDS; and leverages and helps coordinate U.S. foreign assistance and promotes international cooperation to better protect the U.S. and the world from health threats by enhancing national, regional, and multilateral systems and policies.



Duties

The Bureau of Global Health Security and Diplomacy plays a key role in elevating and integrating global health security as a core component of U.S. national security and foreign policy.


The Senior Advisor for GHSD is recognized as a Department lead authority in global health security and diplomacy. The incumbent develops and directs policy and practices that inform the operations of the Bureau and guide the development of related management controls for the use of resources. In close collaboration with the Principal Deputy Coordinators for Global Health Security and Diplomacy and the President’s Emergency Plan for AIDS Relief (PEPFAR), and the DASes for Health Security and Health Diplomacy, the incumbent will work to ensure GHSD achieves its goals by delivering the specialized expertise in global health security necessary for bureau success. Additional responsibilities of the position include but are not limited to the following:


Advise the Ambassador-at-Large and Principal Deputy Coordinator for GHSD on all non-PEPFAR related global health security and diplomacy functions of the bureau related to promoting the Global Health Security and Diplomacy interests of the United States around the world; and advise the PEPFAR Principal Deputy Coordinator on global health security issues to leverage PEPFAR platforms to achieve Bureau objectives.

Coordinate with other divisions of the Department and the U.S. interagency to ensure appropriate policies are developed, revised, implemented, and timely policies, procedures and regulations are understood and being applied and that State Department interests are represented and prioritized in relevant policy areas. Leverage the White House and other Administration officials across multiple departments/agencies to build support for global health security and diplomacy priorities and initiatives; coordinate interagency processes and discussions, as appropriate.

Support multilateral global health security negotiations ensuring that Department priorities are integrated into existing multilateral initiatives, including the Pandemic Accord and International Health Regulations negotiations and implementation of the Pandemic Fund. Work cross‑collaboratively with other State Department bureaus and offices to ensure whole‑of‑department support of these Global Health Security and Diplomacy priorities and initiatives.
