We actively work with government, the financial industry and community to conduct economic research and gather perspectives from our region to bring to national conversations about monetary policy; ensure our banking system is safe, accessible and secure; help maintain a reliable supply of cash and support digital payment; and ensure that all people in our district have opportunities to build a bright economic future. Our success depends on actively connecting with the people and communities we serve.

Major Responsibilities:
Reporting to the President, the Senior Vice President & Director of Research will provide strategic direction and leadership for all research and policy priorities in the Eleventh Federal Reserve District. They will ensure the Bank’s Research organization provides leading edge economic and monetary policy expertise, research and thought leadership that represents the economic issues of the district. The work should effectively support, inform and influence FOMC policy, as well as broader public discussion, on a wide range of economic policy issues facing the Federal Reserve and the nation.
The SVP & Director of Research will lead and inspire a group of outstanding economists. They will ensure the organization has a culture of academic research excellence by fostering an environment that produces path-breaking economic research. They will do this by developing and recruiting a cohort of diverse thought leaders and outstanding researchers who through their own work and their network within other leading research institutions, will deliver highly relevant insights around current and ever dynamic issues.
The Bank President and the Board of Directors are committed to the Dallas Fed being a recognized center of research and policy excellence with particular focus on economic issues that are central to the 11th district economy, such as energy, technology, trade and immigration.
Additionally, the SVP & Director of Research will provide strategic direction and leadership for the Dallas Fed’s Statistics organization, part of the national Statistics Function that serves as the premier provider of data management services for the Federal Reserve System.
The scope of the role includes but is not limited to:
Advisor to the Bank President and Board of Directors
  • Ensures the Research Department has effective systems and processes for providing high-quality economic policy advice and analysis to the President of the Bank. Ensures the President has effective briefing materials and is well versed in the economic issues and research for meeting and presentation preparation.
  • Identifies, leads and supports high-priority Bank economic policy initiatives that ensure the Dallas Fed understands and is focused on relevant real time economic challenges and delivers on its mission and role in the region.
  • Serves as a thought partner to President on key policy issues and supports President on Federal Reserve System policy initiatives. Partners with other policy, outreach and banking thought leaders in the organization to ensure integration of work and thinking on evolving policy issues.
  • Responsible for effective FOMC-related support.
  • Works with Bank’s President and external communications team to ensure effective public communication of Bank’s perspective on complex economic issues.
  • Supports the Bank’s Board of Directors in its policy-related responsibilities and ensures they have effective information to execute on their remit.
Research and Statistics Leadership and Administration
  • Continually grows and enhances a strong academic research tradition at the Dallas Fed by fostering the best possible research environment.
  • Fosters a culture of economic research recognition and timely publication on current and evolving economic challenges.
  • Actively leads the recruitment, development and retention of outstanding and diverse Research and Statistics talent. Works to attract emerging and recognized talent to the Bank to enhance the Bank’s reputation as a top Federal Reserve Research group.
  • Engages the Research team in the Federal Reserve’s policy mission and maximizes the extent to which superb academic work informs public policy and policy issues.
  • Stimulates and motivates exceptional academic research.
  • Serves as Executive Sponsor to the Dallas Fed’s Academic Advisory Council, a panel of academic and business economists advising the institution on policy-relevant themes.
  • Guides the prioritization of research to the highest impact and relevance to the Bank’s mission.
  • Partners with the Banks’ Communications and Outreach organization on identifying economic issues impacting the community and identifying research that can help inform the needs of the community.
  • Ensures the Research team is leveraging contemporary and emerging technology and research methodologies.
  • Engages with leaders of the Statistics team to ensure the department continues to grow and enhance its capabilities and contributions as a key group in the national Statistics Function.
Strategic Leadership
  • Serves as a member of the Bank’s Executive Leadership Team providing input to overall strategy and long and short-term priorities and operations of the Bank.
  • Serves as a leader within the Bank in vision, presence, and citizenship.
  • Builds connections with other Reserve Banks and the Federal Reserve Board and promotes the Bank’s thought leadership within the Federal Reserve System. Partners with key stakeholders across the System to ensure that System strategies and priorities are taken into consideration in the overall work and priorities for the Dallas Fed.
  • Builds connections with other leading economic research institutions to ensure the Dallas Federal Reserve has insight into evolving thinking.
  • Actively represents and promotes Dallas Fed research and policy ideas in the public arena through presentations, publications and professional affiliations.
In addition to these core responsibilities, the Director of Research will have the opportunity to pursue their own research agenda.

The Senior Vice President will ensure their leadership and the practices of their team sustain and enhance the Bank’s reputation as a trusted public and financial institution. They will establish and maintain effective relationships with external partners and internal stakeholders at all levels in the communities we serve, in the Bank and across the Federal Reserve System.
The Person:
  • Ph.D. in Economics or Finance.
  • Strong record of publication in academic journals.
  • Experienced contributor in a policy environment, such as the Federal Reserve, U.S. Treasury Department, International Monetary Fund, or Council of Economic Advisors, strongly preferred.
  • Deep interest in improving public policy and commitment to the mission of the Federal Reserve System.
  • Excellent leadership and relationship management experience in complex organizations with multiple stakeholders
  • Excellent written and oral communicator. Able to effectively communicate with all levels of the organization and widely varied external constituents.
  • Proven ability to work collaboratively, strong interpersonal and relationship-building skills.
  • Leads with integrity, demonstrating honesty and respect.
  • Ability to travel up to 20%.

Ethics Considerations and Prohibited Activities
Employees of the Bank are subject to federal statutes that prohibit financial conflicts of interest. In addition, the Bank’s code of conduct generally prohibits activities such as:
  • Outside activities that are inconsistent with employee’s duties and responsibilities, e.g., holding a position as a director of a publicly traded company.
  • Certain partisan political activities, such as fundraising or holding partisan elected office.
  • Certain investments, including equity or debt security purchases of individual companies; investments in individual corporate bonds, municipal bonds or asset-backed securities; investments in agency debt or mortgage-backed securities (directly or indirectly) or entering into derivatives are prohibited. The SVP & Research Director is required to provide 45 days advance notice for purchases and sales of securities, obtain prior approval for purchases and sales of securities and hold investments for at least one year. In addition, the SVP & Research Director will be required to publicly disclose financial transactions. The purchase and sale of securities is prohibited during FOMC blackout periods and during periods of heightened financial market stress. These investment restrictions also apply to spouses and dependent children.

This position requires access to confidential supervisory information and/or FOMC information, which is limited to "Protected Individuals" as defined in the U.S. federal immigration law. Protected Individuals include, but are not limited to, U.S. citizens, U.S. nationals, and U.S. permanent residents who either are not yet eligible to apply for naturalization or who have applied for naturalization within the requisite timeframe. Candidates who are permanent residents may be eligible for the information access required for this position if they sign a declaration of intent to become a U.S. citizen and pursue a path to citizenship and meet other eligibility requirements. In addition, all candidates must undergo an enhanced background check and comply with all applicable information handling rules.
This position will be based in Dallas. A relocation package will be offered. The position requires local and out-of-state travel as business needs dictate.
We use a hybrid work schedule that allows remote work but requires on-site work (in the office) based on business needs.
