The United States Capitol Police (USCP) is a CALEA nationally-accredited, federal law enforcement agency. The USCP safeguards the Congress, Members of Congress, employees, visitors, and Congressional buildings and grounds from crime, disruption, and terrorism. Responsibilities
This position is located in the Office of the Chief Administrative Officer (OCAO), United States Capitol Police. The Chief Administrative Officer (CAO) is responsible for the development, delivery and oversight of administrative services in support of the Department's operational mission. Through a staff of direct reports, the CAO manages a wide range of Departmental administrative and operational matters, and major programs.
Serves as a Management and Program Analyst as well as the Special Assistant to the CAO and Deputy Chief Administrative Officer (DCAO) with responsibility for undertaking highly complex, analytical assignments that result in the implementation of new programs, protocols or activities and/or the re-engineering of existing programs and business practices. Leads program initiatives for Department-wide organizational change, manages related internal communications, and deploys a variety of human capital program initiatives.
Serves as the OCAO principal advisor for change management activities with responsibility for planning and leading efforts to develop innovative solutions to address critical issues impacting the operational effectiveness of programs, workforce processes and systems.

Qualifications
In order to qualify, you must meet the education and/or experience requirements described below.
Selective Factor: Prior Legislative Branch, legal, national security, and/or law enforcement experience.
To qualify, you must meet the education and/or experience requirements described below. For the CP-13 level you must have one year (52 weeks) of specialized experience equivalent to at least the CP-12/GS-14 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience is defined as experience which includes 1) defining, developing and leading change management activities; 2) working with management staff to formulate plans and associated activities to support initiatives; 3) articulating the Department's position on critical policies, procedures, and activities and frames issues and challenges faced that directly impact employees' quality of work life; and 4) developing policies and procedures that serve as USCP guidelines for a wide range of administrative and management functions.

Additional Conditions of Employment with USCP: Criminal History Check - Must successfully pass a comprehensive criminal history check of the past 10 years. A criminal history check will be performed on all qualified applicants. Credit Check - Must successfully pass a credit check. Applicants must not be in default or delinquent on any Federal guaranteed student loans. Applicants must demonstrate a competent financial history. Financial delinquency including collection accounts, liens, repossessions, or garnishments may be a basis for disqualification. There are few automatic grounds for rejection in the USCP background investigation process. Issues of misconduct, such as illegal drug use, arrests, or convictions may not be automatically disqualifying. However, deliberate misstatements, omissions, or intentionally withholding required information at any phase of the hiring process will result in a candidate's disqualification regardless of the nature or reason for the misstatement or omission. The primary reason candidates fail a background investigation is due to deliberately withholding or omitting material facts. Providing false and/or misleading information may be grounds for removal from the application and selection process.
