Job Description

Position Description

The Seattle Office for Civil Rights (SOCR) envisions a city of thriving and powerful communities that fosters shared healing and belonging. SOCR provides leadership in upholding civil rights and advancing racial equity in the City of Seattle. The SOCR advances civil rights and removes barriers to equity by enforcing illegal discrimination laws in Employment, Housing, Public Places, Fair Contracting, Title VI, and ADA Title II in the City of Seattle. We also work to realize the vision of racial equity by leading the City of Seattle's Race and Social Justice Initiative. Our values are Responsibility, Integrity, Imagination, and Belonging.

SOCR provides citywide leadership in the areas of civil rights and equal opportunity and works to eliminate discrimination in housing, employment, and public accommodations. We also provide civil rights trainings and education, propose legislation and policies, oversee the City’s Race and Social Justice Initiative, and support four commissions.

About the
Division:
The Race and Social Justice Initiative represents the City of Seattle’s commitment to end institutionalized racism and race-based disparities in City government. In 2023, the City of Seattle passed an ordinance (CB 120525) officially codifying the Race and Social Justice Initiative as law.

This legislation accomplishes that by doing four main things:
  • Permanently codifies the Race and Social Justice Initiative as law.
  • Permanently houses Race and Social Justice Initiative work and oversight at the Office for Civil Rights.
  • Authorizes the Office for Civil Rights to create an accountability structure with metrics for city departments to engage in ending racial disparity in the City via the permanent Race and Social Justice Initiative division.
  • Details how Seattle Human Resources will begin updating our city’s system of civil service and exempt positions.

About the
Leader We Are Seeking:
The RSJI Director will be an effective and courageous champion of racial equity, with a demonstrated history of organizing systems and structures to increase agency for the prevented and persecuted communities in Seattle. Top priorities for this position include:
  • Leveraging Design Thinking: Organize department-level resources to scale up communities of practice to solve complex issues with comprehensive strategies and plans. Building on the existing cohort model, bring city departments together to think collaboratively about community impact.
  • Education and Training: Build a training platform that supports the spectrum of employees learning around race and social justice.
  • Expert Relationship Building and Transformational Change Management: Create a culture of collaboration, mutual respect, and partnership for equity and inclusion work, leveraging visible and transparent leadership with superlative communications and change management that considers all audiences.

  • Lead the RSJI Team to develop and implement citywide strategies for the Initiative’s four spheres of influence: Internal City, City-funded, other governments and institutions, and community. This includes training, communication, policies, partnerships, and coordination of interdepartmental efforts in education, equitable development, criminal justice, and other key equity areas.
  • Develop and manage accountability systems and tools to ensure delivery and implementation of department RSJI workplans.
  • Develop and implement a plan for citywide deployment of RSJI training curriculum that provides training, certification, quality assurance, and a community of practice.
