Manager of Government Relations


The individual will work closely with and report directly to, VSA Vice Presidents in managing the legislative and federal relations needs of a broad portfolio of clients including several in the higher education, economic development, and healthcare sectors. The individual will provide critical advocacy in support of client priorities at the federal level associated with legislative policy, programmatic funding, and regulatory issues.  The following is a list of the duties and responsibilities the position will entail:


  •  Help VPs prepare short-term and long-term federal government relations strategic planning documents for VSA clients.
  • Coordinate project authorization and appropriations requests to Congressional offices on behalf of clients.
  •  Conduct public policy and other strategic research for existing or potential VSA clients. Participate in developing strategic plans.
  •  Manage, track, and promote client issues and agendas.
  • Draft white papers or summaries on issues for VSA clients.
  •  Provide VSA clients with timely developments occurring in Congress and at the Federal Agencies on topical issues.
  •  Monitor and report on legislative activities (including Committee hearings, markups, bill introductions, briefings, and press conferences) in the House and Senate.
  •  Monitor relevant regulatory activities and funding opportunities within the Executive Branch agencies.
  •  Assist VPs in the drafting of prospective client proposals and other document preparation for interviews with potential new clients.
  •  Assist in the preparation and briefing of VSA clients before Congressional office and Executive branch meetings. 
  • Help VPs prepare monthly reports for VSA clients chronicling relevant legislative & executive branch activities, as well as actions & accomplishments performed on behalf of VSA clients.
  • Draft correspondence and other duties in support of client-focused needs as assigned.
  • Assist VPs in scheduling Congressional, Executive Branch, and other relevant meetings for VSA clients.
  •  Support VPs in various details associated with coordinating and planning VSA client DC trips.


Applicants will be expected to initially be in the office daily and then transition to a hybrid schedule to include remote work. The ideal candidate will have at least two-three years of Capitol Hill, Executive Branch, or relevant lobbying experience. A working knowledge of the legislative and federal branches, including procedures, operations & functions, and overall political and budget process is required. Candidates need to possess strong written and verbal communication skills, as well as be highly organized with the ability to handle multiple tasks in a fast-paced environment. Knowledge of higher education, economic development, or health care policy is desirable but not required. Software proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook). Applicants must also be detail-oriented, have research experience, take initiative in problem-solving, and have a positive attitude.
