Job Description:

We are seeking an experienced and motivated individual who has a strong understanding of federal telecommunications policy to join our government affairs team. Based in the greater Washington DC area, this individual would be responsible for analyzing federal telecom regulatory issues and advocating for favorable outcomes for our member companies through drafting of regulatory filings and conducting ex parte meetings primarily with the Federal Communications Commission. The individual will be an integral part of our government affairs team driving our regulatory strategies. This position requires some travel.


Responsibilities:

- Stay updated on, analyze, and interpret federal broadband and telecom rules and regulations relevant to rural telecommunications providers, such as those related to the federal Universal Service Fund (USF), cybersecurity, privacy, robocalls, supply chain security, and other Federal Communications Commission (FCC) areas of regulation.

- Collaborate with executive-level and other employees of trade association member companies and policymakers to develop and implement regulatory strategies that promote rural telecommunications and broadband deployment.

- Draft and review regulatory filings, including comments, petitions, and other necessary documents on behalf of the trade association member companies.

- Conduct ex parte meetings with the FCC, as well as meetings with policymakers at other federal agencies and on Capitol Hill.

- Provide legal guidance to trade association member companies on matters related to federal telecom regulation and compliance.

- Monitor emerging regulatory trends, industry practices, and legal developments that could impact rural telecommunications and broadband initiatives and recommend strategy adjustments.

- Collaborate with other industry associations to influence policy decisions and promote association objectives.

- Attend, participate in, and present at industry working groups and conferences to stay updated on best practices, provide information to network with key stakeholders, and contribute to shaping regulatory policies.

- Conduct legal research and analysis to support regulatory compliance efforts and develop legal strategies.



Qualifications:

- Juris Doctor (J.D.) degree from an accredited law school.

- Admission to the bar in at least one jurisdiction, preferably the District of Columbia.

- Minimum of 5 years of experience practicing telecom law, with a specific focus on federal telecom regulatory matters and rural broadband.

- In-depth knowledge of federal telecom regulations, including experience with the FCC’s universal service programs, the National Telecommunications and Information Administration’s (NTIA’s) Broadband Equity, Access and Deployment (BEAD) program, the Department of Agriculture’s Rural Utilities Service (RUS) program and other federal programs focused on policies affecting rural telecommunications providers.

- Proven track record in drafting and filing regulatory documents with federal agencies, including comments, petitions, and reports.

- Experience conducting ex parte meetings with federal agencies and effectively advocating for desired outcomes.

- Strong understanding of broadband technologies, rural broadband deployment challenges, and the socioeconomic impact of broadband access.

- Excellent research, analytical, and problem-solving skills.

- Outstanding written and verbal communication abilities to effectively convey legal concepts and arguments to diverse stakeholders.

- Ability to work independently and collaboratively, managing multiple priorities and deadlines.

- Willingness to travel as required to attend and participate in industry meetings and conferences.
