Job Description:

Position Summary:

The Rockefeller Institute of Government, the public policy research arm of the State University of New York, conducts numerous studies on federal, state, and local government finances; on public-policy issues that involve relationships among those three levels of government; and on policy and management issues in New York State. The Institute's research relies on extensive and highly detailed analysis of data on government expenditures, revenues, and other indicators.

The Institute is seeking a qualified, self-sufficient, methodical, and detailed researcher who is knowledgeable in public policy at the local, state, and federal levels. Areas of particular interest include fiscal, education (K-12 and higher education), public health, and criminal justice policy. The Senior Policy Analyst will be responsible for (1) identifying key questions that are important for understanding public policy and making sound policy decisions; (2) securing external funding to pursue the questions; and (3) answering the questions by identifying appropriate data sources, obtaining data, analyzing data using quantitative and/or qualitative methods. Successful candidates will demonstrate their ability to identify, answer, and translate policy research to a broader audience.

Specific Duties and Responsibilities Include, but are not limited to:

  • Research and write reports, blogs, and policy briefs on policy issues important to local, state, and federal stakeholders, with a focus on fiscal, education, public health, criminal justice or social policy.
  • Identify, obtain, and analyze key data for various research projects.
  • Develop and write grant proposals for funded research.
  • Supervise data analysis and other work by one or more graduate student assistants as appropriate.

Demonstrated competence in the following:

  • Identifying and procuring essential data sets policy analysis.
  • Analyzing policy issues.
  • Building professional relationships and interacting with staff in federal, state, and local government agencies, private-sector organizations, and with other researchers.
  • Communicating effectively, including the ability to translate research findings to stakeholders, elected officials, etc.
  • Superior writing skills.


Requirements:

Qualifications:

  • Education: Master's degree in public-policy related field; PhD preferred
  • At least three years of professional experience conducting policy research, with at least five years preferred; experience in writing for publication; strong knowledge of major data sources.

Skills:

  • Outstanding analytic skills, including both quantitative and qualitative analysis; ability to manage multiple priorities and supervise staff; excellent interpersonal, project management, and computer skills; excellent writing ability.


Additional Information:

  • Salary is dependent on a variety of factors, including but not limited to, experience, education, training, and certifications. The range for this position is $90,000-$120,000.
  • Excellent Benefit Package which includes: NYS health insurance, free dental and vision coverage, competitive retirement options, tuition assistance, parental leave at full pay, and generous vacation, sick, and holiday time. Generous amount of time off: 13 days of paid holidays per year; 15 days of vacation and 15 days of sick time accrued for the first year of employment. Then increases thereafter.
