The Department of Public Health, Bureau of Health Care Safety & Quality is comprised of the Division of Health Care Facilities Licensure and Certification, the Office of Emergency Medical Services, the Division of Policy and Regulatory Affairs, the Division of Quality Improvement and the Determination of Need Program. The primary role of the Bureau is to improve the quality of health care across the Commonwealth, while protecting the safety and welfare of the public by overseeing facilities, personnel, services, and programs through the fair and consistent application of statutes, regulations, and policies.

The Bureau is responsible for licensure, certification and registration of approximately 6,000 health care facilities and entities, and approximately 170,000 health care professionals. The Bureau assures the quality of health care services and safety of patients through inspections, surveys, research initiatives, data analysis, investigation of complaints, development and implementation of regulations and policies, and enforcement of regulations and statutes.

The Assistant Director of Health Communications oversees and coordinates all aspects related to requests for information for the Bureau. The Assistant Director proposes internal processes and procedures to ensure accurate and timely responses to all requests. The Assistant Director of Health Communications serves as a resource and provides support to program staff with the development of program materials, which may include fact sheets, program specific details for press releases, briefing documents and talking points for speeches and presentation, as requested. The Assistant Director of Health Communications works closely with the Department’s Communications Director and program staff to support their internal and external communication needs.

Duties and Responsibilities (these are a general summary and not all inclusive):

Develop resources, tools and trainings to assist program staff in understanding process for materials development and approval requirements.

Coordinate review and approval of communication materials with Department's communications team.

Prepare program fact sheets, press releases, briefing documents and talking points for speeches and presentations.

Ensure website content is maintained and consumer friendly.

Facilitate program updates of website or social media content via Department communications team.

Provides recommendations to the leadership team regarding the strategic direction of Bureau communications while ensuring alignment with Bureau and Department goals.

Drafts annual communications plan, and coordinates, compiles and submits annual reports.

Serves as liaison between the Bureau and the Department communications team.

Primary point of contact for the Bureau for public information requests.

Coordinates and drafts responses to information requests; solicits input and approval of content from Division and Bureau leaders.

Coordinates approval through the Department communications team for information requests, program materials and external reports.

Preferred Qualifications:

3-5 years of full-time, or equivalent part-time, professional, administrative, supervisory or managerial experience.

At least three years of work experience in communications.

Current or previous work in public health, social services or public administration.

Experience providing communications support and assistance.

Ability to build strong working relationship with diverse groups.

Experience with development of diverse communication plans and program informational materials, such as: fact sheets, website content, social media posts and newsletters.

Experience with writing press releases, talking points and creating Power Point presentations.

Experience working in government or other large organizations.

Ability to analyze and determine the applicability of data, to draw conclusions, and to make appropriate recommendations.

Experience developing, leading and executing strategic communication plans.

Qualifications

MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) four (4) years of full-time or, equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management or (B) any equivalent combination of the required experience and substitutions below.

Substitutions:

I. A certificate in a relevant or related field may be substituted for one (1) year of the required experience.

II. An Associate’s degree in a related field may be substituted for one (1) year of the required experience.

III. A Bachelor’s degree in a related field may be substituted for two (2) years of the required experience.

IV. A Graduate degree in a related field may be substituted for three (3) years of the required experience.

V. A Doctorate degree in a related field may be substituted for the required experience.
