Foreign Affairs Officer - Direct Hire Authority

DEPARTMENT OF STATE


Summary

Selected candidates will serve as members of the Global Strategy and Oversight (GSO) Team in the Bureau of Political-Military Affairs, Office of Security Assistance (PM/SA).


Duties

The duties may vary based on the specific position for which you are selected.


You will:


Analyze and develop U.S. global policy and budget planning guidance for security assistance related to Foreign Military Financing (FMF) and International Military Education and Training (IMET) initiatives.

Provide advice and guidance with regard to the legal and policy implications of security assistance, security cooperation, and political military issues.

Conduct legislative analysis, review draft and enacted legislation, and develop legislative strategies to shape and modernize PM/SA activities, ensuring accountability for the full range of legal requirements applied to FMF and IMET accounts.

Participate in internal and external meeting and events focused on U.S. security assistance program activities and policies.

Collaborate with governmental and nongovernmental communities to shape and maintain program design frameworks for security assistance programs.

Inform critical policy and programming decisions through analytic products on cross-cutting issues such as climate resiliency; security sector reform and governance; women, peace, and security; assurances from assistance recipients of usage in accordance with international humanitarian law; and other priorities.

Provide advice and guidance with regard to the legal and policy implications of security assistance, security cooperation, and political military issues.

Monitor political, economic, social, military, and other significant developments and trends in order to gauge the effectiveness of, and facilitate, efforts to achieve U.S. foreign policy objectives.

Participate in internal and external meeting and events focused on U.S. security assistance program activities and policies.

Collaborate with governmental and nongovernmental communities to shape and maintain program design frameworks for security assistance programs.
