Summary

This position is located in the National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS) with two vacancies in Silver Spring, MD.

Duties

As a Policy Analyst, you will perform the following duties:

Integrate and translate National Ocean Service (NOS) science, products, and services into public policy and ensuring proper regulation. Lead and coordinate briefings on policies, legislation, laws and administrative actions authorizing or impacting the agency's ocean and coastal programs. Manage all policy assignments by tracking, identifying and clarifying current ocean and coastal policy and congressional issues and examining the consequences and impacts of adopting policies and legislation.

Conduct expert analysis of congressional actions and impacts on NOS science, products, and services, as well as the work of partnering agencies to identify impact on NOS. Conduct studies and detailed analyses to support and develop policies, regulations and external communications. Carry out broader assessments of policy objectives and formulate strategies to communicate about NOS' mission. Draft, edit, and review reports, legislation, and other policy related documents for effects on NOS and integrate relevant information into cohesive NOS response.

Resolve complex ocean and coastal policy issues and challenges across the Agency, state and local partners. Coordinate efforts, communicate NOS priorities and negotiate resolution to policy conflicts. Develop and coordinate other official documentation, speeches, presentations and responses to external inquiries. Strengthen partnerships with others throughout NOAA, as well as other Agencies, Congress, and external partners.

NOTE: These duties are described at the Full Performance Level of the ZA-4, the ZA-3 is developmental leading to such performance.
