Job Description
MOIA seeks one (1) Agency Attorney I to function as a Policy Advisor to provide policy and legal research and analysis, as well as policy recommendations that will advance MOIA’s policy and programmatic work, as well as support MOIA’s collaborations with other City agencies to promote immigrant inclusion. Specific projects will be determined, based on the advisor’s experience and expertise and the needs of the office, but may be related to:
- Federal immigration legislative and administrative developments, including immigration benefits
- Access to local services and resources by immigrant populations
- State and local immigrant integration policies
- Assistance with MOIA’s work in advising other City agencies on how best to integrate immigrant
The policy advisor will report to the Senior Counsel and Special Advisor and will work with other
members of MOIA’s policy and interagency teams to shape project(s).
Minimum Qualifications
1. Admission to the New York State Bar; and either "2" or "3" below.
2. One year of satisfactory United States legal experience subsequent to admission to any state bar; or
3. Six months of satisfactory service as an Agency Attorney Interne (30086).
Incumbents must remain Members of the New York State Bar in good standing for the duration of this employment.
In addition to meeting the minimum Qualification Requirements:
To be assigned to Assignment Level (AL) II, candidates must have one year of experience at Assignment Level I or two years of comparable legal experience subsequent to admission to the bar, in the areas of law related to the assignment. To be assigned to AL III candidates must have two years of experience in Assignment Levels I and/or II or three years of comparable legal experience subsequent to admission to the bar, in the areas of law related to the assignment.
Preferred Skills
- Bachelor’s degree preferred. - 4+ years total work experience required some legal/policy work experience preferred. - Familiarity with local government strongly preferred. - Demonstrated interest and experience in relevant immigration law and policy, particularly with respect to topics within the field of immigrant integration, immigration enforcement, legal services, and/or state and local policy and legislation. - Excellent research, writing, editing, oral communication, analytic, organizational, and interpersonal skills. - Ability to work with all levels of staff, inside and outside the agency. - Demonstrated ability to prioritize and manage multiple assignments and work streams while meeting deadlines and shifting priorities and direction as needed. - Ability to work independently and exercise a high degree of initiative to accomplish tasks and solve problems.
Residency Requirement
New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
