Position Overview
Fight CRC’s Health Policy Manager will be responsible for leading, developing, and implementing Fight Colorectal Cancer’s federal policy advocacy strategy. The Health Policy Manager is an integral member of the advocacy team in the production of high-quality and unbiased education for members of Congress, congressional and executive branch staff, advocacy partners, and advocates. The Health Policy Manager will represent Fight CRC before policymakers and staff in Washington, DC, stay up to date on current health policy issues, cultivate and maintain relationships with key policy stakeholders, and help translate the importance and relevance of Fight CRC’s federal advocacy work to our advocate community. Responsibilities
Working with Fight CRC’s small and vibrant staff, and reporting to the Director of Advocacy, the Health Policy Manager’s responsibilities include, but are not limited to:
- Develop and implement a comprehensive federal policy strategy that establishes Fight CRC as a trusted resource, identifies and advances our policy objectives in support of the colorectal cancer community, and builds champions within Congress, the administration and federal agencies;
- Create content, including resources and trainings, to engage and activate advocates in our federal policy work;
- Develop metrics and reporting to measure progress and articulate what success looks like;
- Cultivate and maintain relationships with a range of health policy stakeholders & partnering organizations to help advance Fight CRC’s policy objectives;
- Develop congressional champions for colorectal cancer and cultivate and maintain relationships with congressional staff including identifying key target offices;
- Clearly and concisely communicate our federal policy work to a variety of audiences including advocates, partners and sponsors;
- Identify and develop opportunities for Fight CRC thought leadership including participation in or hosting events with policymakers and other key stakeholders;
- Work to identify and prepare speakers for Fight CRC advocacy events;
- Collaborate with cross functional team members to provide policy materials including educational resources, social media content, blogs, etc.;
- Write comment letters, issue briefs, fact sheets, blogs and reports on pertinent health policy topics to support our learning community;
- Oversee tight deadlines with a strong command on written and oral communications skills;
- Track a variety of existing and emerging health policy topics at the federal level and identify areas and ways that Fight CRC should engage;
- Analyze legislation and regulations and provide strategic policy and political advice;
- Oversee and manage the work of consultants or contract lobbying firms;
- Keep the Director of Advocacy apprised of major developments regarding newly proposed legislation or regulations affecting organizational priorities;
- Identify and facilitate opportunities to connect Fight CRC’s federal work to cross-cutting state policy issues;
- Perform other duties as necessary to achieve the goals of the department.
Skills and Expertise
The Health Policy Manager should have a broad knowledge of a wide range of health policy issues and a sense of how various policy and political points of view apply to specific health policy issues. This person must be able to develop a detailed, long-term policy strategy and have the ability to track and implement that strategy over time, making adjustments as needed. This person must have a meticulous eye for detail and strong organizational and time management skills to juggle preparations for multiple projects at once. They will regularly liaise with high-level policy professionals, government officials, and their staff so excellent judgment, poise, and strong written and verbal communication skills are essential. Ideal Qualifications:
- A master’s degree or at least three years of experience performing health policy research; and/or
- Experience at federal or state legislative office or executive branch agency
- Experience developing and implementing federal policy and advocacy strategy
- Flexibility and ability to take on and identify emerging issues in health policy
- Expertise in the policy development process and key aspects of the legislative process
- Ability to advocate for the needs of people affected by colorectal cancer and to accurately represent the interests of Fight Colorectal Cancer
- Ability to stay motivated, organized and on task in a virtual environment
- Ability to provide strategic direction and guidance to a project with minimal oversight
- Demonstrated history of working with a broad range of stakeholders
- Outstanding writing skills with the ability to convey complex information in writing and orally so that it is easily understood by the public
- Strong verbal communications skills, including experience with public speaking, training, facilitating, and/or coaching
- Strong organizational skills, including the ability to manage multiple tasks at once, respond to tight timelines, pay attention to detail, and operate independently and effectively in a fast-paced environment
