Housing Up (HU) is one of the leading non-profit organizations in Washington DC providing the full spectrum of housing and supportive services to more than 700 homeless and at-risk households, so that they can transform their own lives. Housing programs include permanent supportive, Rapid Rehousing, transitional, and affordable rental housing. Supportive services include case management, employment services, clinical services, housing counseling, resident services, life skills, and youth programming.



POSITION SUMMARY                                                                 

This Director of Rapid Rehousing is responsible for leading two significant programs at Housing Up - Rapid Rehousing and Youth Transitional Housing. The Director guides the Youth Transitional Housing and Rapid Rehousing teams as they provide support that is aligned with Housing Up’s adopted principles and practices to ensure that residents are treated in an empowering, dignified, and sensitive manner. The Director of Rapid Rehousing represents Housing Up to funders, Department of Human Services and The Community Partnership for the Prevention of Homelessness to successfully operate Housing Up initiatives.  The Director of Rapid Rehousing aids the team in establishing an outcome-focused culture.


 

ESSENTIAL FUNCTIONS

·       Responsible for leading the planning, implementation, and evaluation of Housing Up's Family Re-Housing and Stabilization Program (FRSP); 

·       Responsible for providing oversight and operational support for the Youth Transitional Housing Program;

·       Directs the development and regular review of program strategic goals, ensuring that developed goals and objectives are accomplished;

·       Participates in program budget development and management, ensuring alignment with the strategic objectives and performance measures;

·       Directs the training and supervision of the Rapid Rehousing and Youth Transitional Housing teams, provides professional development guidance, and implements all applicable organization policies and procedures;

·       Assesses current performance measures and partners with the Chief Program Officer to develop new performance metrics;

·       Collaborates with internal and external partners as applicable with program planning and implementation;

·       Ensures that data entered into the Homeless Management Information System (HMIS) and other data management systems are timely and accurate;

·       Provides intervention for program participants and serves as a point of contact for grievances;

·       Provides on-call coverage as needed as part of the programmatic management team rotation;

·       Attends internal and external meetings on behalf of the Organization and the Chief Program Officer, as needed;

·       Builds trust amongst colleagues, direct reports, clients and external stakeholders; and

•      Performs other duties as required.

EDUCATIONAL & WORK EXPERIENCE REQUIREMENTS

·       Master’s degree in human services or related field;

·       LICSW or LPC DC licensure preferred;

·       Minimum of 7 progressive years in human services or related field;

·      Minimum of 5 years of management and/or supervisory experience;

·       Demonstrated knowledge of evidence-based practices (EBP) in the field of homelessness and housing programs and policies, including housing first, harm reduction, motivational interviewing, trauma-informed care, and strengths-based and recovery-oriented case management;

·       High Awareness and knowledge of both local and national trends in family and youth homelessness;

·       Ability to assess problems accurately and arrives at solutions that improve the efficiency and effectiveness of resources allocated to the Rapid Rehousing and Youth Transitional Housing Programs;

·       Generates solutions in a comprehensive manner – taking into consideration political, organizational, and individual realities;

·       Values planning, but takes quick, decisive action when an opportunity presents itself;

·       Remains flexible and open to new ideas and encourages the team to value change;

·       Ensures that communication is routinely timely, transparent and targeted to the specific needs of the Rapid Rehousing team and colleagues;

·      Ability to convey descriptive details and timelines of crisis scenarios for situational awareness and action through written communication;

·      Sound judgement and ability to make difficult decisions;



Work Environment/Physical Effort

·       Requires ability to sit up to 3-6 hours per day with intermittent occasional walking and standing.

·       Must be available to participate in after hours on-call rotation, as well as be on call during inclement weather.



OTHER REQUIREMENTS

·       Ability to lift at least 10 pounds

·       Knowledge of MS Office software (e.g. Word, Excel, PowerPoint)

·       Knowledge of Google Docs

·       May require some weekend and evening hours

·       Travel within the Washington, DC community is required

·       Valid driver’s license and vehicle required, as well as proof of auto insurance
