Position Title: Sr. HR Generalist

Salary: $80,595 - $84,468 

Position Summary:

The New York County District Attorney's Office (DANY) has an opening for a Senior HR Generalist in its Human Resources Department. The Senior HR Generalist supports implementation of HR services, programs, and initiatives for the Office. The position performs HR related duties at the senior professional level and may carry a variety of responsibilities within the department. They provide support and guidance to staff in HR and participate in cross training activities and knowledge transfer sessions. The Sr Generalist may supervise the work of generalists, associates, and assistants as needed. 

Responsibilities include but are not limited to:

  • Function as a subject matter expert for civil service transactions, NYCAPS transactions, PSBs and recruitment transactions and processes. Provide guidance to team members may assist management with supervision of related work assignments as needed.
  • Analyze and prepare HR-related information and personnel transactions/data/requests for accuracy and /or completeness, which may include job classification data, compensation analysis, new hire, promotional & transfer transactions, and waiver information, various employment applications, staff leaves, exits and staffing reports. Responsible for the coordination, submission, and approval tracking of such actions. Manage NYCAPS and internal system data entry for all personnel transactions.
  • Process new hire requests and complete all tasks required to properly bring new employees and interns/volunteers on board. In addition, review and process all approved employee transactions including promotions, transfers, salary adjustments, civil service appointments etc. 
  • Coordination, tracking and oversight of the 211 and 212 waiver processes from beginning to end, which includes securing approvals from the executive office as well as oversight. Provide guidance to employees through the qualification process.
  • Generate and review routine HR-related reports to ensure data integrity, tracking of activity, and management review. Involved in the development of new reports as needed, which involves interfacing with various levels of staff and management, collecting requirements analyzing data for development and quality purposes. Participate in internal data reconciliation tasks as directed. 
  • Assist with the management and tracking of employee benefits & leave requests: including employee leaves, resignations, and terminations and benefits orientation for new employees and ensuring proper enrollment of health benefits; may participate in orientations, exits, terminations, and retirement interviews. 
  • Participate in agency recruitment functions: Includes interview and selection process, prescreening of resumes, candidate selections processes, preparation of interview packets, analyzing feedback forms and data entry as needed, administering civil service hiring pools and function as pool supervisor as needed. Assist with the creation of job postings for the agency, ensuring proper approvals are in place before the job is posted, and ensuring job postings are advertised on various platforms including internal system and NYCAPS.
  • Ensure the department maintains up to date and accurate personnel records which may include emergency contact data, employee personal data, and all personnel file contents (both electronic and manual records). Maintain organizational chart information and system data by updating as changes, staff movements and attrition occurs. 
  • Participate in the job classifications process for the agency which includes drafting justification documents, job descriptions, identifying the appropriate civil service titles, attending classification hearings, etc. Tracking authorized titles and maintaining compliance and maintaining classification data, which includes analyzing, drafting, and revising job descriptions, maintaining accurate records and reports.
  • Interface with various departments and staff to troubleshoot incoming inquiries and issues. Coordinate/communicate with bureau management and/or designated staff to troubleshoot HR related matters promptly. 
  • Analyze and interpret City policy documents and incoming information from various areas of the agency and the City. Interpret various union agreements to ensure agency compliance. Disseminate routine information on a regular basis.
  • Train new employees and participate in cross training and knowledge sharing sessions with current staff; expected to become knowledgeable in various functions of the unit and cover for team members as needed.
  • Assist with special projects, events and assignments as assigned by management. This may include attending meetings, coordination of special events, attending recruitment events and fairs, assisting with training initiatives, and coverage for the HR department. 

Qualifications:

  • College degree & 6 + years of hands-on experience in NYC Human Resources, experience as an HR Generalist in a City agency preferred.
  • Knowledge of NYC Policies (PSBs), Civil Service, HR policies and procedures.
  • Working knowledge of City HR systems such as NYCAPS/eHire, CHRMS, PMS, and other HRIS systems and reporting functionality.
  • Experience handling civil service list processes. 
  • Some knowledge of NYC title classification process, compensation and labor relations is preferred.
  • Experience reviewing and interpreting the Citywide agreement, time and leave regulations, specific union contracts. 
  • Proficiency in Microsoft suite, including Visio, Outlook, Word, Excel, PowerPoint, etc.
  • Excellent writing, organizational, presentation skills, time management, interpersonal, and problem-solving skills.
  • Preferred candidates will hold the Staff Analyst title or be reachable on the active certification or hold a comparable permanent title.

Qualification Requirements:

  1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science or urban studies; or
  2. A baccalaureate degree from an accredited college and two years of satisfactory full‐time professional experience working in one or a combination of the following areas:  working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area.

Commitment:

  • Two (2) year commitment.
