Job Summary
This position is located in the Office of Public Information, Office of the Director, Child and Family Services Agency (CFSA), and is responsible for planning, developing, and implementing public information about the agency’s programs, policies, and activities. The Public Affairs Specialist is privy to and maintains confidential executive management information. The incumbent works closely with the Senior Management Team, to include the Director, Chief of Staff, and the General Counsel.
Duties and Responsibilities
The Public Affairs Specialist counsels CFSA program personnel about effective communication strategies and methods. Researches, plans, develops, implements, and evaluates internal and external communication initiatives designed to communicate strategic messages to key agency stakeholders. Conceptualizes, researches, writes, desktop publishes, and produces booklets, brochures, flyers, newsletters, posters, press releases, reports, and other informational materials for internal and/or external distributions. Develops content for and manages the agency’s social media accounts, e.g., Twitter, Facebook, Instagram or other similar media. Works with OCTO to format and maintain the CFSA web site, including implementing new user-friendly strategies and writing web copy.
The incumbent also procures and manages outside creative services, including graphic designers, photographers, and printers. Promotes agency programs, initiatives, and events. Represents the agency on groups planning multi-organizational events, acting in the agency’s best interest and making judicious and effective use of agency resources. Provides input into annual communications strategic planning and communication policies/procedures regarding graphics and computer-based communication. Assists the Public Information Officer in conducting research to respond to media queries and in coordinating media events (such as press conferences). Responds to routine information requests from the public, as required.
Performs other related duties as assigned.
Qualifications and Education
Bachelor’s degree in Public Relations, Public Affairs or Communications/Journalism is highly preferred. Five (5) years of experience in public relations/strategic communications in government, public relations firm, corporate or nonprofit settings is highly desirable.
Must possess at least one (1) year of specialized experience equivalent to the grade 12 level in the District of Columbia government service or its non-District equivalent. Specialized experience is experience which is directly related to the position and has equipped the individual with the requisite expertise in terms of knowledge, skills, and abilities to successfully perform the duties of the position including, but are not limited to, researching, planning, developing, implementing, and evaluating internal and external communication initiatives designed to communicate strategic messages to stakeholders; conceptualizing, researching, writing, desktop publishing, and producing booklets, brochures, flyers, newsletters, posters, press releases, reports, and other informational materials for internal and/or external distributions; speech writing; managing web and social media content and platforms; or other similar duties.

Pay, Plan, Series & Grade: CS-1035-13
Position Designation: This position is deemed as “security” sensitive pursuant to DCMR 6B Section 412 and is subject to a criminal background check, traffic records check, and consumer credit check (as applicable), reasonable suspicion drug and alcohol test, and post-accident or incident drug and alcohol test. This position is also subject to a pre-employment drug and alcohol test.
Residency Preference: Applicants claiming "Residency Preference will be required to maintain residency in the District of Columbia for a minimum of (7) years. Failure to do so may result in forfeiture of employment.
