The California Efficiency + Demand Management Council (the Council) is a statewide trade association of non-utility companies that provide efficiency, demand response and data analytics products and services in California. Our 70+ member businesses include implementation and evaluation experts, demand response companies, engineering and architecture firms, data analytics firms, contractors, financing experts, energy service companies, workforce training entities, and manufacturers of energy efficiency products and equipment.

The Council is a nonprofit 501(c)(6) mutual benefits corporation with a Board of Directors elected to represent its member companies and organizations. Services provided by the Council are provided through our staff, contracted consultants, and a combination of volunteer support from the Board Directors and member companies. As a responsible organization, the Council has professional antitrust, conflict of interest and client confidentiality protection policies.

This role provides an exciting opportunity for a professional to advance decarbonization, energy affordability, equity, and demand flexibility goals by representing the energy efficiency (EE), demand response (DR), and distributed energy resources (DER) industries in key California regulatory and legislative context. The Council is a small but mighty organization that brings the perspectives of organizations on the front lines of deploying clean energy programs, and regularly collaborates with other leaders in the clean energy space. This job affords the right person the unique opportunity to work across different policy venues with a wide range of stakeholders, including energy agency principals, legislators, utilities, and advocates.

Responsibilities

• Represent and advocate for the Council’s members in regulatory proceedings at state regulatory agencies, notably the California Public Utilities Commission (CPUC), the California Energy Commission (CEC), and California Independent Service Operator (CAISO)
• Create and advocate for legislation and legislative priorities that advance the interest of the Council’s members to state legislators, the Governor’s office, and other influential stakeholders
• With input from Member Working Groups and Board Committees, draft language for proposed and modified regulations to advance industries
• Help build and execute on the key elements of the Council’s Strategic Plan, including:
• Maximize clean energy investments across regional, state, and federal funding opportunities
• Promote increased EE/DR/DER integration and work to ensure a level playing field that promotes competition
• Advance energy equity across the clean energy transition
• Improve the solicitation process for new and existing third-party EE programs ○ Eliminate silos between EE/DR/DER programs and other efforts aimed at achieving climate policy objectives including low-income/disadvantaged, behavioral, and market transformation programs
• Promote effective and accountable program implementation
• Promote the proper implementation of California’s clean energy policies to ensure they support the State’s savings and GHG reduction goals
• Promote valuation and compensation approaches that are aligned with all the benefits that EE & DR provide in meeting State goals
• Meet our strategic goals to align climate policy with diversity, equity, and inclusion (DE&I) priorities
• Build on our coalition of partners and allies across the energy landscape to maximize the Council’s impact
• Collaborate with, and report out to, the Council’s Board of Directors to leverage their skills, knowledge, and networks and ensure their needs are being met
• Lead educational and informative materials and events, including recurring Member meetings and teams designed to respond to individual policy needs
• Ensure our industry is more inclusive and welcoming by advancing the Council’s DE&I goals
• Translate opaque and often complex regulatory/legislative concepts into readily understandable and actionable language

Ideal Qualifications

• Strong understanding of energy efficiency, demand response, and/or distributed energy resources with a preference for candidates with demonstrable California experience
• Minimum – Bachelor’s degree in a relevant field
• Knowledge of regulatory and legislative process, with a preference for candidates who have worked on public policy in California
• 3-5+ years of experience and prior success in public policy and advocacy working for public, private, or nonprofit sector organization, with clear accomplishments tied to policy outcomes that advanced the industry in which you worked
• Established networks in California state regulatory and legislative bodies
• Excitement about playing a role in the fight against climate change
• Experience and comfort in public speaking
• Excellent writing and note-taking skills
• Ability to work cross-functionally within a small team
• Comfortable working under deadlines

Nice-to-have Qualifications

• Experience working at a regulatory agency, legislative office, utility company, or nonprofit
• Experience with Google Suite
• Experience with public event organizing, including content development
• Energy Efficiency or Demand Flexibility business or customer experience

Compensation

• The Council pays a competitive salary with a full suite of benefits including bonus eligibility, paid vacation, paid sick leave, health/dental/vision insurance, and 401-K match.

Salary Range $125,000 – $145,000, depending on experience.
