American Fuel & Petrochemical Manufacturers (AFPM) is a dynamic trade association representing high-tech American manufacturers of virtually the entire U.S. supply of gasoline, diesel, jet fuel, other fuels, and home heating oil, as well as the petrochemicals used as building blocks for thousands of vital products in daily life, from paints to plastics, space suits to solar panels, and medicines to mobile phones. As a national trade association representing American refineries and petrochemical companies, AFPM brings together staff, members, affiliates, and thought leaders at major conventions and smaller gatherings, both virtual and in-person, throughout the year.

As we continue to grow and expand our reach, we are excited to announce an opening for a Manager, Government Relations. The Manager, Government Relations participates in the development, implementation, and management of the organization’s federal legislative strategies and programs and serves as one of the Association’s lobbyists before the U.S. Congress and the Executive Branch. Additionally, this position will assist in the formulation and implementation of AFPM policy in assigned areas.
Responsibilities
- Develops and executes programs to advance AFPM’s legislative strategy and identifies emerging legislative issues and trends impacting AFPM member companies.
- Initiates and maintains effective working relationships with Members of Congress, Congressional staff, Congressional Committees, Executive Branch officials and their staff.
- Monitors and drives legislation pertaining to the fuels and petrochemical industries.
- Assists with analysis of Environmental Protection Agency, Department of Energy, National Highway Transportation Administration, and other rulemakings as well as Congressional legislation to determine the impacts on AFPM members.
- Performs research on and assists with writing public comments in response to regulatory rulemaking proposals.
- Assists in the preparation of high-quality comments, presentations, Congressional testimony, and other advocacy materials.
- Identifies and makes recommendations for advancing analytical initiatives, for example, technical studies and research.
- Represents AFPM on relevant industry and government coalitions.
- Monitors Congressional and regulatory activities to identify those most likely to result in legislation or regulation on fuels, environmental, and vehicle issues.
- Develops and maintains strong and positive working relationships with AFPM member company representatives.
- Coordinates and collaborates with other AFPM departments to achieve desired objectives.
- Performs other duties as defined by the Vice President, Government Relations, and other department leaders, as appropriate.
Qualifications
- At least 3-5 years of experience working with energy and fuels matters; trade association experience a plus.
- Bachelor’s degree in related field, or an equivalent combination of education and experience.
- Experience with and strong knowledge of the legislative, regulatory, policymaking and political processes.
- Demonstrated ability to think strategically about the policy, politics, and press of an issue and translate strategy into action.
- Proficient with all Microsoft Office programs.
- Ability to prioritize, plan, organize and carry out multiple assignments to achieve multiple objectives.
- Ability to effectively work with and through member committees to accomplish AFPM goals.
- Exceptional attention to detail and organizational skills and deadlines.
- Ability to work under tight time constraints.
- Strong work ethic and the ability to work well independently and in a team environment.
- Outstanding communication skills, evidenced by experience in communicating advocacy positions, including writing regulatory comments and/or testimony.
Salary at AFPM is determined by various factors, including but not limited to the individual’s particular combination of education, knowledge, skills, competencies, and experience. The projected compensation range for this position is $105,000.00 to $125,000.00 (annualized). The estimate displayed represents the typical salary range for this position and is just one component of AFPM’s total compensation package for employees.
